Gyeonggi Province Becomes First Local Government to Introduce Generative AI Platform for Administrative Services

Gyeonggi Province is set to become the first local government in Korea to introduce its own generative artificial intelligence (AI) system across all administrative operations.


On November 5, Gyeonggi Province announced that it will begin the phased rollout of the "Gyeonggi Generative AI Platform" in six areas of administrative work. This platform was developed by training five AI models from domestic companies with Gyeonggi Province's administrative data.


The Gyeonggi Generative AI Platform is an independent AI system that Gyeonggi Province can control and operate autonomously. It is noteworthy as the first sovereign AI for a local government, as it eliminates concerns over information leakage and breaches of personal data.


Sovereign AI refers to a new policy paradigm in which a specific country or institution develops and operates AI independently-without relying on external platforms-by leveraging its own data, infrastructure, and personnel, thereby ensuring data sovereignty and security.


This platform serves as an integrated system where AI drafts, searches, and summarizes administrative documents, automatically organizes meeting minutes, and analyzes legal and administrative cases to support decision-making. By automating repetitive and standardized tasks for public officials, it enables a more creative approach to governance. It also makes it possible to achieve objective, data-driven administration.

Gyeonggi Province plans to expand the platform to broader public services after verifying its stability and utility through a pilot operation, in order to meet diverse administrative needs.


Ko Youngin, Vice Governor for Economy of Gyeonggi Province, stated, "By establishing an Innovation Administration Task Force and leading it myself, we have made Gyeonggi Province the first example of a generative AI-based transition. Going forward, we will create an environment where public officials can focus on creative work by providing more stable and reliable services."


Meanwhile, at the "Asking the Direction of Sovereign AI" forum held on November 4, Gyeonggi Province introduced key functions such as AI work support officer, AI document drafting, AI administrative data search, AI meeting management, administrative litigation support, and local legislation drafting support.


Additionally, Gyeonggi Province operated consultation booths for 11 AI specialist companies-including those specializing in data, retrieval-augmented generation (RAG), cloud, large language models (LLM), and AI-based contact centers (AICC)-to provide practical assistance to public officials and public institution representatives preparing for AI adoption in the public sector.
