Goyang City Strengthens Collection Efforts for Delinquent Payers
Achieves Tangible Results in Recovering Overdue Payments

Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on November 4 that it collected a total of 7.5 billion won in development charges throughout 2025, including both local and national taxes. Of this amount, 1.75 billion won was recovered from delinquent payers through compulsory collection procedures such as property seizures from long-term defaulters and claims on surety insurance.

The development charge system is implemented to recover profits generated from land development and to promote the efficient use of land. However, due to the ongoing slump in the real estate market and poor business performance among developers, outstanding development charges have continued to accumulate in recent years.


If development charges are not paid within the designated period, a 3% surcharge is imposed in the first month, and an additional 1.2% penalty is added each subsequent month, increasing the financial burden on the payer.


In response, the city has been continuously working to minimize delinquencies by notifying liable parties of payment deadlines in advance and encouraging prompt payment when delinquencies occur.


In particular, for cases of long-term delinquency where only ineffective administrative procedures had been repeated, the city is now pursuing compulsory collection measures such as claims on surety insurance. By the end of the year, the city expects to recover a total of 2.1 billion won in overdue payments.


A city official stated, "By informing payers of payment deadlines or overdue statuses, we aim to reduce complaints caused by misunderstandings about deadlines. At the same time, we will continue to implement strong collection measures, such as claims on surety insurance and public auction of real estate, for habitual or high-amount defaulters. We urge everyone to make voluntary payments within the deadline to avoid disadvantages resulting from delinquency dispositions."
