Seongnam City in Gyeonggi Province (Mayor: Shin Sangjin) will conduct a focused crackdown on illegal operations by taxis from outside the jurisdiction throughout the month of November, in collaboration with both individual and corporate taxi operators.

This crackdown aims to eradicate illegal activities by taxis from outside the jurisdiction that wait for passengers in areas outside their designated business zones, and to protect the operating rights of taxi drivers in Seongnam while revitalizing the local taxi industry.


The crackdown targets include taxis from outside the jurisdiction operating within Seongnam, as well as taxis illegally parked or stopped near bus stops. Refusal to take passengers and unfair fare charges during nighttime hours are also included in the scope of the crackdown.


Eighteen people, including city officials and taxi drivers, will participate in the crackdown, and two CCTV vehicles will be deployed to monitor parking and stopping violations. The joint public-private crackdown teams will focus on eight major transit hubs with high pedestrian traffic, such as Pangyo Station, Jeongja Station, Seohyeon Station, Moran Station, and Yatap Station, conducting operations from 10 p.m. until 1 a.m. the following day.


The main targets are taxis from outside the jurisdiction that illegally park or stop for extended periods within Seongnam to pick up passengers traveling to areas such as Seoul, Yongin, and Gwangju. If caught waiting for passengers in Seongnam, which is outside their business zone, the relevant local government will be requested to impose an administrative penalty, resulting in a fine of 400,000 won.


In addition, disorderly conduct at bus stops will result in a fine of 200,000 won, and refusal to take passengers will be subject to a penalty of 200,000 won.


A Seongnam City official stated, "Since the abolition of the taxi rotation system (mandatory off-duty system) in November 2022, illegal operations by taxis from outside the jurisdiction have been on the rise. We will continue our crackdown to minimize inconvenience to citizens caused by infringement of local taxi operators' rights and illegal parking or stopping, which leads to traffic congestion."


Meanwhile, from January 1 to October 31 of this year, Seongnam City detected 1,313 cases of illegal operations by taxis from outside the jurisdiction waiting for passengers outside their designated business zones.
