[2025 Audit] Minister Kim Yoonduk Announces Plan to Establish Housing Supply Headquarters

On the 29th, Minister of Land, Infrastructure and Transport Kim Yoonduk announced plans to expand a systematic organization, such as a “Housing Supply Headquarters,” within the Ministry to address the housing shortage in the Seoul metropolitan area. Minister Kim also stated, “We are preparing to establish a system within Korea Land & Housing Corporation (LH), which will be responsible for practical implementation, to carry out these initiatives.”

During the comprehensive government audit by the National Assembly Land, Infrastructure and Transport Committee on this day, Minister Kim said, “We have proposed a real estate supply ministers’ meeting, to be led by the Deputy Prime Minister for Economic Affairs and the Minister of Land, Infrastructure and Transport, to all ministries. This is to directly mobilize the energy of every ministry.” He added, “When it comes to supply, more than any other issue, the Ministry of Land, Infrastructure and Transport will take full responsibility and do its utmost.”


Conscious of the ongoing debate over the effectiveness of the “September 7 Supply Measures,” Minister Kim also hinted at the possibility of additional measures. He said, “We have detailed plans for 1.35 million housing units in the metropolitan area by 2030, and we are actively considering further plans.” He added that the already announced plans will be reviewed twice weekly starting next month to accelerate progress, and unnecessary regulations that have hindered redevelopment projects will also be revised.


However, when asked about maintaining the reconstruction excess profit recovery system, Minister Kim replied, “I agree with many aspects of it.” Regarding the proposal to subdivide regulated areas down to the neighborhood (dong) level, he stated, “I am positive about the direction of subdividing by legal dong.”
