A new residential complex with up to 35 floors and 970 units will be developed in Myeonmok-dong, Jungnang-gu, Seoul.


On October 29, Seoul City announced that it had finalized the rapid integrated planning for the housing maintenance-type redevelopment project in the 174-1 Myeonmok-dong area.


Myeonmok-dong has been a low-rise residential area since the 1970s. More than 80% of the homes in the target area are now outdated, making residential environment improvement urgent. In December last year, the site was selected as a redevelopment candidate, and a full-scale maintenance project began. The city held multiple discussions, plan adjustments, and briefing sessions with the local district, residents, and experts, and finalized the integrated plan just six months after the project started.


This rapid integrated plan focused on linking the ongoing rapid integrated plan for Myeonmok 8 District, which will provide 1,260 units near the site, and the street housing maintenance project plan. In addition, three key principles were included: upgrading infrastructure to respond to future urban spatial changes, creating an open complex that communicates with surrounding areas, and establishing a harmonious landscape plan with the neighborhood.


To improve infrastructure, the city expanded Dongil-ro from six to eight lanes, in connection with the traffic management plan for Myeonmok 8 District to the south, where rapid integrated planning has already been completed. To minimize traffic congestion, the main entrance will be located on Dongil-ro 95-gil, a side street. The aging Myeonmok 5-dong Community Center will be relocated to Dongil-ro 95-gil and rebuilt as a multi-purpose government building. By linking with the social welfare facilities of Myeonmok 8 District, the plan aims to create synergy in providing administrative, cultural, and welfare services.


To create an open complex, a public pedestrian passage will be placed in the center of the site, and a raised diagonal crosswalk will be installed at the main entrance intersection on Dongil-ro 95-gil.


In addition, two public open spaces will be created so that they can be used as rest areas together with the neighborhood park and public open space in Myeonmok 8 District, and neighborhood living facilities will also be included.


To ensure a harmonious landscape, mid-rise slab-type residential buildings with 8 to 15 floors will be placed along the boundary of the complex. In the central area, high-rise tower-type buildings with up to 35 floors will be constructed, creating a tent-shaped skyline.


The city also improved the project's profitability by upgrading the zoning (from Type 2 General Residential, up to 7 floors, to Type 3 General Residential) and applying a profitability adjustment coefficient of 1.52. The Myeonmok 8 District, where the rapid integrated plan has been completed to the south of the target area, has finished the resident review stage and is awaiting maintenance plan deliberation. The city expects that linking the two plans will allow each complex to generate synergy as if they were a single development.


Cho Namjun, Director General of the Urban Space Headquarters at Seoul City, stated, "Through this rapid integrated plan, the 174-1 Myeonmok-dong area will be developed into a new residential complex that revitalizes the Jungnangcheon riverside together with Myeonmok 8 District. We will actively support the subsequent designation of the maintenance area and other permitting procedures to ensure the project proceeds quickly."


Meanwhile, with the finalization of this rapid integrated plan for the 174-1 Myeonmok-dong area, planning has now been completed for 136 out of 224 target sites across Seoul.
