82.4% Restored... 38 Out of 40 First-Grade Systems Back Online
People’s Sinmungo and IC Resident Card Issuance Resumed
100 Days in Office, Yoon Vows: "I Will Protect Public Safety"

Of the 709 administrative information systems paralyzed by the fire at the National Information Resources Service, 584 have been restored to normal operation. The system recovery rate now stands at 82.4%. Among the most critical first-grade systems, 38 out of 40 (95.0%) have been restored, marking the final stage of the recovery process.


According to the Central Disaster and Safety Countermeasures Headquarters on October 29, 56 out of 68 (82.4%) second-grade administrative information systems, 213 out of 261 (81.6%) third-grade systems, and 277 out of 340 (81.5%) fourth-grade systems have also been restored, with recovery rates for all remaining grades now exceeding 80%.

On the previous day, 33 additional systems were newly restored, including the main website of the Ministry of Employment and Labor, the People’s Sinmungo service of the Anti-Corruption and Civil Rights Commission, and the Reward Review Management System of the Ministry of Patriots and Veterans Affairs.


In particular, with the complete restoration of the Ministry of the Interior and Safety’s mobile resident registration card service, the previously suspended issuance of the IC resident registration card has resumed. With this resumption, it is now possible to tag the IC resident registration card to a smartphone and newly issue or reissue a mobile resident registration card.


For those aged 17 and older who are newly eligible for mandatory issuance of a resident registration card, if the period during which the service was suspended includes September and October, an additional two months will be granted for issuance. In cases where a late application would normally incur a fine, the two-month period of September and October will be excluded from the calculation. For example, if someone born in August 2007 fails to apply for a resident registration card by the mandatory deadline of August 31, 2025, but applies in November, the fine will be calculated excluding the two months of September and October.


Meanwhile, Yoon Hojung, Minister of the Interior and Safety, marked his 100th day in office the previous day and stated on Facebook, “I remember the faces of every citizen I have met across the country over the past 100 days, and I will devote all my efforts to making this nation a happier and safer place for our people.” Minister Yoon recalled, “My first official duty was not the inauguration ceremony, but visiting the site of flood damage,” and added, “Facing the tears of affected residents and the sweat of recovery workers, I was once again deeply reminded that protecting the lives and safety of our people is the foremost reason for the existence of the state.” He continued, “With that resolve, I have spent a breathless 100 days. The 12·3 Martial Law crippled the people’s economy, and disasters such as extreme rainfall, the Gangneung drought, and the National Information Resources Service fire followed. There was also the major task of reorganizing government agencies.”


He went on to say, “The recovery at the National Information Resources Service is still ongoing, and a comprehensive government audit is also ahead. While focusing on these immediate tasks, we are steadily preparing to transform the Ministry of the Interior and Safety into a ‘Ministry of Happiness and Safety.’ We will soon arrange an opportunity to report to the public.”
