Kakao has signed a business agreement with the Ministry of the Interior and Safety and will provide public services through artificial intelligence (AI)-based agents within KakaoTalk.
On the 27th, Kakao announced that it has signed a "Business Agreement for AI Agent-Based Public Service Innovation" with the Ministry of the Interior and Safety to enhance the convenience of public service use for the people.

Under this agreement, Kakao plans to launch a pilot service for the "AI National Secretary" (tentative name) within KakaoTalk by the end of the year. Users will be able to access public services simply by chatting on KakaoTalk, without the need to download a separate app or log in. During the pilot phase, functions such as issuing and submitting electronic certificates and reserving idle public resources will be provided.
Kakao will implement the AI National Secretary by integrating application programming interfaces (APIs) from various public institutions with Kakao's AI technology. In addition, Kakao will apply its proprietary AI model, "Kanana," to understand user context and intent and to support the execution of services.
Furthermore, by utilizing the Model Context Protocol (MCP) and Kakao's proprietary AI agent builder, Kakao will create AI agents in various fields such as public services, local communities, and knowledge, and will automatically execute services tailored to users' needs.
The "Kanana Safeguard," an AI guardrail model for filtering harmful content, will also be applied. Kanana Safeguard is a proprietary model designed to proactively prevent the AI from generating outputs that violate ethical values.
Yoo Yongha, Performance Leader of the Kakao AI Agent Platform, stated, "This agreement with the Ministry of the Interior and Safety will serve as an opportunity to fundamentally innovate the way people access public services in their daily lives," adding, "We will work to build an ecosystem that connects AI agents with public institutions."
