"Lack of Interdepartmental and Neighborhood Consultation System"
Kim Sooyoung, a member of the Seo District Council in Gwangju, announced on the 27th that she delivered a "five-minute free speech" on the need for schedule coordination of government-led festivals during the 334th extraordinary session held on the 24th.
Assemblywoman Kim pointed out, "This year, the 10th Gwangju Seochang Silver Grass Festival overlapped not only with the Dong-gu Chungjang Festival but also with events at the dong (neighborhood) level," adding, "This revealed issues such as the reduced effectiveness of the festivals and a lack of cooperation among Seo District Office departments, bureaus, and neighborhood offices."
She further stated, "Although the staff and officials involved in preparing the events work tirelessly day and night, it is disheartening for those remaining on site when, right after the introduction of distinguished guests, major figures immediately leave for other festival venues."
Meanwhile, Assemblywoman Kim added, "I propose that the district office establish an integrated schedule management system led by the government, so that Seo District's representative festivals do not compete against each other but instead become opportunities for regional development through mutual cooperation and connection, by institutionalizing an interdepartmental consultation system."
