On October 21, Jeonnam Governor Kim Youngrok emphasized the need to focus administrative efforts on several key initiatives: developing a comprehensive plan to restore the historical value of Jeollajwasuyeong Fortress, expediting the establishment of the Mokpo Port Comprehensive Development Plan, attracting the artificial sun research facility, and creating a national industrial complex for next-generation advanced materials in Gwangyang and Suncheon.
Governor Kim convened a policy meeting with department heads in the Seo Jae-pil Room at the provincial office that morning, where he was briefed on current administrative issues and called for swift and strong action on core projects.
Regarding Jeollajwasuyeong Fortress, where relic excavation is underway, he stated, "As various artifacts are being unearthed, it is being proven that Jeollajwasuyeong holds historical legitimacy as the site where Admiral Yi Sun-sin achieved successive victories as the Commander of the Three Provinces Naval Forces, which makes the restoration itself highly significant." He urged, "Please expedite the development of a comprehensive plan for systematically restoring the fortress and securing its historical legitimacy."
Governor Kim instructed, "To foster Mokpo Port as a key industrial support hub for the southwestern region and as a center for balanced regional development, we must quickly establish the Mokpo Port Comprehensive Development Plan and strongly urge the Ministry of Oceans and Fisheries to improve relevant regulations."
Regarding the bid to host the 'artificial sun research facility,' he said, "Jeonnam Province has initiated and promoted this project, and we have strong foundations such as solar and offshore wind power, Korea Electric Power Corporation and the Energy Valley, and the Korea Institute of Energy Technology." He continued, "However, since this will be a competitive bidding process, there will be much to prepare. Therefore, all departments must actively participate and support the effort to ensure we secure the facility."
He also called for continued efforts to establish a national industrial complex for next-generation advanced materials in the eastern region.
Governor Kim explained, "Although there is high corporate demand in areas like Yeosu and Suncheon, companies tend to relocate elsewhere due to a lack of factory sites. That is why, since two years ago, we have been pushing for the designation of national industrial complexes in Suncheon and Gwangyang." He added, "As this has been included in the new administration's national agenda, it is now time for the relevant local governments to demonstrate strong commitment and take practical steps, such as activating the invitation committee and making more realistic and forceful requests. Let us show tangible progress."
Additionally, Governor Kim called for improvements in administrative work, including strengthening the province-level institutional framework for indemnity and legal support in case of problems to promote proactive administration. He also emphasized the need to comprehensively and systematically review the increasing number of various events, streamlining and reducing them to alleviate work overload.
