Final Research and Service Report Meeting Held by the Gumi City Various Committees Status Analysis Research Group
Establishing Innovative Measures to Enhance the Effectiveness of Gumi City's Committee Operations
The 'Gumi City Various Committees Status Analysis Research Group,' a council member research group of the Gumi City Council in Gyeongbuk (Chairman Park Kyosang), held its final research and service report meeting on the 3rd floor of Gumi City Hall on October 20.
This research group is led by Assemblyman Kim Minseong and consists of Assembly members Jang Mikyung, Heo Minguen, Kim Chunnam, Lee Myeonghee, and Kim Jeongdo. The event was attended by more than 50 participants, including Gumi City Council Vice Chairman Yang Jino, members of the research group, researchers from the research and service agency, and relevant public officials.

According to the results presented by Professor Lee Haengjun, the associate principal investigator from the Industry-Academic Cooperation Foundation of Yeungnam University (with Professor Lee Hwanbeom as the principal investigator), the research and service agency for this project, "Gumi City currently operates a total of 185 committees. Compared to regions with similar or lower populations, the number of committees in Gumi City is significantly excessive, making adjustment and restructuring extremely urgent."
Additionally, the study identified several issues: administrative bloating due to excessive establishment of committees, poor meeting performance and formal operation, overlapping committees and mixed roles, imbalance and lack of expertise in committee composition, budget waste and inefficient fiscal management, and a lack of legal and institutional consistency.
In response, the Gumi City Various Committees Status Analysis Research Group analyzed the current state of committee operations to promote more rational innovation and enhance operational effectiveness. The group gathered opinions on improving committee efficiency by compiling the results of local surveys, interviews with committee officials conducted by the research agency, and feedback from the Gumi City Committees Communication Meeting held on September 26. This was followed by a Q&A session.
Gumi City Council Vice Chairman Yang Jino stated, "I would like to thank the participating members of the research group for taking on the important task of thoroughly analyzing the current state of Gumi City's various committees and preparing improvement measures, even amid their busy legislative work."
Representative Assemblyman Kim Minseong added, "I deeply appreciate the fellow assembly members who worked together over the past four months to closely analyze the current status of Gumi City's committees and seek improvement measures, as well as the public officials in charge of various committees who shared their valuable insights. Based on the results of this research and service project, we will continue discussions with research group members and the executive branch to establish concrete institutional improvement plans, such as amending ordinances and developing operational improvement plans, so that Gumi City can lead a citizen-centered, fair, and efficient committee culture."
