Governor Kim Cheolwoo Proposes Creation of "Boseong Garden"
Governor Kim Youngrok Says, "Will Actively Review"
Boseong County, South Jeolla Province, announced on the 17th that it shared its top 10 core policy visions for the future of Boseong with residents through the "2025 Jeollanam-do Policy Vision Tour," held in the large conference room on the 4th floor of the county office on the 16th. The county also presented its vision to become a central city on the southern coast.
The event began with a "Welcome Boseong Performance" prepared by local youth to greet Kim Youngrok, Governor of Jeollanam-do. The venue was filled with excitement and anticipation for the future vision, as young people cheered and residents applauded enthusiastically.

Approximately 200 people attended the event, including Kim Youngrok, Governor of Jeollanam-do; Kim Cheolwoo, Boseong County Governor; Kim Kyungyeol, Chairman of the County Council; provincial assembly members; heads of organizations and social groups; and local residents. The program proceeded in the following order: a welcoming address by Governor Kim Cheolwoo, a greeting by Governor Kim Youngrok, a presentation on Boseong County's future vision, a policy discussion, and a session to gather residents' opinions.
In his welcoming address, Governor Kim Cheolwoo stated, "Boseong's present brightens the future of Jeollanam-do, and the province's vision leads Boseong's future." He also proposed, "To honor the patriotism of Dr. Seo Jaepil, an independence activist from Boseong, I suggest that Boseong County and Jeollanam-do work together to create a 'Boseong Garden' within the Seo Jaepil Memorial Hall in Philadelphia, USA."
In response, Governor Kim Youngrok said, "This is a meaningful proposal that can promote the name of Boseong, Dr. Seo Jaepil's hometown, to the world. The province will work closely with Boseong County and actively review the project to create the Boseong Garden."
The Jeonnam Research Institute then presented the "Top 10 Core Visions for Boseong as a Sustainable Central City on the Southern Coast," including: fostering Boseong as the origin of K-TEA and developing it into a global green tea city; establishing a global marine leisure and tourism hub based on the Yulpo Marine Complex Center; building cultural heritage sites such as the Seo Jaepil Garden, Independence Movement History Park, and Namdo Literature Belt; and accelerating the construction of the Gyeongjeon Line and National Road No. 58, as well as expanding the southern coastal transportation network.
During the policy discussion, participants proposed practical, community-focused suggestions such as modernizing the Boseong matcha processing facility, revitalizing the Yeolseonru Yi Sunshin Historical and Cultural Festival, enhancing the Seo Jaepil Memorial Park exhibition hall, supporting high-efficiency inverters for livestock farms, and improving youth settlement conditions and transportation infrastructure. The province and the county discussed concrete ways to cooperate on these issues.
After listening to the on-site suggestions, Governor Kim Youngrok promised to immediately reflect some of the proposals in provincial policies. He also pledged to prioritize projects that residents can directly benefit from, such as enhancing the Seo Jaepil Memorial Park exhibition hall and creating a family-friendly playground and safe rest area.
In addition, Governor Kim announced a concrete support plan to strengthen the competitiveness of Boseong's tea industry, stating that the province would provide 1 billion won in provincial funds for the modernization of the Boseong matcha processing facility through the Tea Industry Research Institute in 2026, and gradually secure a total budget of 8 billion won for the project.
Meanwhile, Boseong County plans to strengthen its cooperation system with the provincial government based on the various opinions presented during the Policy Vision Tour and to realize proactive, field-oriented administration where residents' voices directly shape policy.
