Employees of Gwangju Dong-gu Office were found during an audit to have improperly used official leave or failed to impose fines on unregistered illegal motorcycles without any particular reason.


According to the Gwangju City Audit Committee on October 15, the committee uncovered 38 cases of inappropriate conduct during a comprehensive audit of Dong-gu. While there were no disciplinary actions involving demotion or suspension, the committee requested 68 administrative measures, including 2 warnings, 35 cautions, 13 corrective actions, and 18 notifications.


The audit found that Dong-gu violated the 'Local Public Officials Service Regulations' by approving official leave for reasons that did not qualify. From May 12 to May 30 of this year, seven employees improperly used official leave, citing reasons such as visiting children who had completed military training or attending a father's funeral.


Eleven employees who requested official leave for health checkups failed to submit the 'Health Checkup Confirmation Certificate' required by the audit committee to verify their leave, revealing their improper use of official leave.


There were also cases where fines were not imposed without any valid reason. Dong-gu received a notification from Dongbu Police Station regarding 21 individuals who illegally operated unregistered motorcycles, but did not impose fines for more than two years. As a result, the audit committee demanded the collection of 15 million won in fines.


The audit also pointed out improper management of contract documents, which are public records. Documents related to the execution of contracts for construction, services, and goods are required to be produced and received through the electronic records production system. However, without any special reason, contract-related documents were prepared in non-electronic form and were not approved by the authorized approver.


To prevent recurrence, the audit committee issued a caution to Im Taek, the head of Dong-gu Office, and requested that Gwangju City issue an 'institutional warning' to Dong-gu.


Additionally, there were cases where food service establishments using underground water on the premises did not undergo water quality inspections but were not reported or subject to administrative action, and where the required number of days for public notice was not observed during the hiring process for temporary workers.
