The Jeonnam Provincial Council announced on October 15 that it will convene its 394th extraordinary session for nine days, starting from October 23, to officially begin its legislative activities.


At the first plenary session held on this day, the council processed four resolutions, including 'Urging the Strengthening of National Responsibility for Marine Waste Response' and 'Urging the Transfer of the Seoul National University Propagation Center to Local Governments.' In addition, four assembly members delivered five-minute speeches, highlighting issues concerning local affairs and urging improvements in provincial administration and institutional reforms.


During this extraordinary session, each standing committee plans to conduct an in-depth review of a total of 72 agenda items, including the Jeonnam Province Infertility and Related Support Ordinance Bill, the Jeonnam Province Ordinance on the Prevention of Damage from Door-to-Door Sales, the Jeonnam Provincial Office of Education School Fire Prevention and Safety Management Ordinance Bill, investment and contribution consent bills, and the Gwangju-Jeonnam Special Metropolitan Union Agreement.


In his opening address, Chairman Kim Taegyun stated, "It is fortunate that the rice kernel smut disease in the Jeonnam region was officially recognized as an agricultural disaster on October 14, making it possible to purchase all affected rice and provide practical support such as disaster relief funds to the impacted farms." He emphasized, "The executive branch should conduct thorough damage assessments and focus administrative capabilities to ensure that restoration costs and disaster relief funds are distributed promptly and fairly."


He continued, "With OpenAI and SK agreeing to jointly establish a dedicated data center in Jeonnam in the field of artificial intelligence, which is Korea's next-generation strategic industry, Jeonnam has reached a turning point to become a forward base for AI infrastructure and the future digital industry." He requested, "The executive branch should provide comprehensive support by creating a conducive environment and advancing administrative procedures to ensure stable investment."


He also stated, "To prevent damage to residents from various crimes recently reported in the media, the Jeonnam Provincial Council will take the lead in implementing practical prevention policies, such as strengthening related public awareness campaigns and education, to safeguard the safety of our residents."
