'2025 Roh Moo-hyun Local Autonomy School' to Open on the 16th

A Program to Nurture Local Autonomy Leaders
Continuing the Spirit of Roh Moo-hyun

The '2025 Roh Moo-hyun Local Autonomy School,' which aims to cultivate local autonomy leaders based on the philosophy and values of former President Roh Moo-hyun, is set to begin. This educational program is designed to plan for the next 30 years of local autonomy, building on the achievements of the past three decades.


The Gwangju Roh Moo-hyun Citizens’ School announced on the 15th that it will run the '2025 Roh Moo-hyun Local Autonomy School' at the Gwangju Regional Committee of the Roh Moo-hyun Foundation from October 16 to November 21.

This program was established to nurture political leaders with expertise and practical skills in the field of local autonomy, inheriting the spirit of Roh Moo-hyun’s vision of “a world where people live together.”


Classes will be held every Thursday and Friday from 7 PM to 9 PM. The six-week program consists of eight sessions, including: ▲Roh Moo-hyun’s Philosophy and Local Elections (Cha Seongsu, Chairman of the Roh Moo-hyun Foundation) ▲Responding to Regional Extinction Crisis and Developing Sustainable Policies (Park Jinwoo, former Professor at Kyonggi University) ▲Evaluating 30 Years of Local Autonomy in Korea and Its Future (Kim Samho, Executive Director of the Gwangju Roh Moo-hyun Foundation) ▲The Power to Read and Interpret Data (Park Haeseong, CEO of TBridge Corporation). Experts in local autonomy and members of the National Assembly will participate as lecturers.


The Gwangju Roh Moo-hyun Citizens’ School will operate this program as a practical course combining lectures, discussions, and assignments. Participants will work in teams to analyze local issues, draft policy proposals, and build collaborative governance models, using real-world cases from their communities.


Cha Seungse, head of the Citizens’ School, stated, “The key is to apply the spirit of citizen sovereignty and decentralized governance-Roh Moo-hyun’s core values-to today’s regional challenges and connect them to actionable leadership.” He added, “We will help participants internalize the entire process of policy-making and citizen collaboration through data and hands-on experience.”
