RISE Cooperation within the "Five Axes, Three Special Zones" National Balanced Development Strategy
The four RISE centers in the central region-Daejeon, Sejong, North Chungcheong, and South Chungcheong-have announced the launch of a super-regional cooperative system that combines the strengths of each center.
On October 14, Daejeon Technopark announced that the RISE centers of Daejeon, Sejong, North Chungcheong, and South Chungcheong had signed a multilateral business agreement to promote a super-regional RISE initiative in the central region.
This agreement aims to establish a region-wide cooperative foundation encompassing higher education and regional innovation, in line with the "Five Axes, Three Special Zones" national balanced development strategy.
The signing ceremony was attended by Kwon Heungsoon, Director of the Daejeon RISE Center at Daejeon Technopark; Yoon Seokmoo, Director of the Sejong RISE Center; Ban Juhyun, Director of the North Chungcheong RISE Center; and Seung Yongbae, Director of the South Chungcheong RISE Center. They shared the innovative resources and policy capabilities accumulated in each region and discussed directions for joint development in the central region.
Through this agreement, the four regional centers will pursue phased cooperation in various fields, including: ▲ developing and disseminating a super-regional cooperation model for the central region; ▲ planning and operating joint projects; and ▲ responding to local issues and identifying joint policy initiatives.
Through these efforts, the plan is to create a "RISE ecosystem for shared growth," in which universities, local governments, and industries are connected at the regional bloc level, beyond individual local units.
This agreement is significant in that, after the RISE project established a local government-centered regional innovation system, each region's achievements are now being expanded to the regional bloc level and the framework for super-regional cooperation is beginning to take concrete shape.
Based on this foundation, the four centers plan to promote innovation in higher education and industrial linkages in the central region, and to develop practical cooperation measures so that university achievements can spread throughout the regional economy and society as a whole.
In particular, Daejeon possesses research and development (R&D) and innovation infrastructure; Sejong has strong connections with the central government; North Chungcheong has an industrial and manufacturing base; and South Chungcheong is equipped with community and living infrastructure. As each of the four centers holds distinct resources, they believe that combining these strengths will facilitate the development of a region-wide innovation structure.
Seung Yongbae, Chairman of the Regional RISE Center Council, stated, "This agreement is an extension of RISE governance, connecting the entire central region as a single innovation ecosystem. The organic combination of each region's strengths and resources will provide a foundation for policies, technology, industry, and local communities to grow together."
Kim Wooyeon, President of Daejeon Technopark, said, "As the central axis of cooperation in the central region, the Daejeon RISE Center will strengthen its role in promoting interregional connections and the spread of innovation. Taking this agreement as an opportunity, we will actively work to realize a sustainable RISE ecosystem in which universities, industries, and local governments in the central region grow together."
