Paju City in Gyeonggi Province announced on October 2 that it has signed a memorandum of agreement with the 9th Infantry Division, finalizing administrative delegation for a 5.05㎢ area designated as a military facility protection zone.

This represents the largest achievement in the past five years, and, excluding cases of full deregulation, it is the largest administrative delegation of its kind in history. As a result, the total area under administrative delegation in Paju City has increased to 67.20㎢. Combined with the 83.32㎢ that has been fully deregulated, the cumulative total now reaches 150.52㎢, significantly improving conditions for citizens to exercise property rights and for regional development.


The newly delegated areas include: Unjeong 3 District (4.36㎢/20m), Sannam-dong (0.13㎢/15m), Seongdong-ri in Tanhyeon-myeon (0.37㎢/11m), and Noejo-ri in Jori-eup (0.19㎢/8m). Going forward, construction permits for buildings within the designated height limits can be issued without military consultation. The city expects this measure to shorten the time required for construction permits and reduce land development costs for permit holders, thereby revitalizing the local economy.


Citizens have warmly welcomed this unprecedented easing of military regulations in Paju City. Coupled with the recent progressive policy announcement by Minister of National Defense Ahn Gyu-baek, there is growing anticipation that the Ministry of National Defense will further accelerate the deregulation and relaxation of protection zones.


Kim Kyoungil, Mayor of Paju City, stated, "I would like to thank the 9th Infantry Division for their close cooperation, which made this administrative delegation possible," adding, "Paju City will continue to play a decisive role in removing long-standing military regulations in border areas and advancing urban development by maintaining ongoing consultations with the central government and the military to meet the heightened expectations of our citizens."
