Sacheon City Mobilizes All Resources to Minimize Citizen Inconvenience After National Information Resources Service Fire

Phased Response Plans for Prolonged Disaster
Focused Discussion on Measures for Administration, Taxation, and Welfare

Sacheon City in South Gyeongsang Province announced on the 30th that it held an emergency response meeting involving all departments at City Hall to address the network disruption caused by the fire at the National Information Resources Service.


This meeting was convened in response to the suspension of numerous public services directly linked to citizens' daily lives, including Government24, unmanned civil service issuance machines, resident registration, local taxes, and social security benefits, following the fire at the National Information Resources Service on the 26th.


The fire resulted in the suspension of 647 services. Of these, 551 services are currently being restored sequentially, while 96 services are expected to require more than two weeks for recovery.

During the meeting, key response measures were discussed in depth for major areas such as administration, taxation, and welfare. These included minimizing inconvenience to citizens, providing alternative services, and establishing phased response plans in preparation for a prolonged disaster.


In the administrative sector, the lunchtime closure policy at township and neighborhood administrative welfare centers will be temporarily suspended. Anticipating a surge in civil service requests at these centers due to disruptions in Government24 and unmanned issuance machines, the centers will operate as usual from 12:00 to 13:00 to minimize inconvenience for citizens.


In the taxation sector, services such as the issuance of local tax certificates and acquisition tax filings on Wetax are experiencing disruptions. Therefore, for tax items with imminent deadlines, the reporting and payment period will be extended until October 15.


Additionally, if it is difficult to verify eligibility for local tax reductions due to system linkage failures, the reduction will be applied first, and after the system is restored, eligibility will be rechecked. If the requirements are not met, only the reduced tax amount will be collected without additional penalties.


In the welfare sector, the city reviewed the situation where all welfare services based on the Haengbok-eum system have been suspended, resulting in disruptions to various social security application services, including basic livelihood security.


Furthermore, the city decided to immediately share notices and service status updates from the Korean History Newsletter Jangjeong Anggapum with township and neighborhood offices to minimize confusion on the ground.


Through this response meeting, the city will increase the number of staff handling civil service requests at township and neighborhood administrative welfare centers and each department, and will provide accurate information to citizens promptly.


Going forward, the city plans to closely cooperate with the central government and related agencies, monitor the recovery situation in real time, and swiftly share guidelines, focusing all administrative capabilities on the response.


Mayor Park Dongsik stated, "We sincerely apologize for the significant inconvenience caused to citizens by the unexpected national IT system disruption," adding, "Our city will do its utmost, with all departments working together, to minimize inconvenience and restore services to normal as soon as possible."
