Financial Authorities: "Most Financial Services Restored Except for Resident Registration Card Verification"

Third Emergency Financial Sector Response Meeting Held Following NIRS Fire

Financial Authorities: "Most Financial Services Restored Except for Resident Registration Card Verification" On the 29th, as damage such as paralysis of the financial network continues due to a fire in the computer room of the National Information Resources Service (NIRS), citizens using ATMs of commercial banks showed a quiet scene with no users. 2025.09.29 Photo by Yoon Dongju

The financial authorities announced that, as of September 29, most financial service disruptions that occurred after the fire at the National Information Resources Service (NIRS) on September 26 have largely returned to normal, with the exception of some services such as resident registration card verification.

The Financial Services Commission and the Financial Supervisory Service held the third emergency response meeting regarding the NIRS fire with the financial sector at the Seoul Government Complex in Sejong-ro, Seoul, on the afternoon of September 29.

During the meeting, representatives from the financial sector explained that the restoration of the NIRS system is proceeding sequentially, and that most financial services that previously faced difficulties have now been normalized. They reported that, aside from financial services related to resident registration card verification, most services are now being provided without interruption.

The authorities explained that: ▲ With the restoration of most administrative information auto-reception (Public MyData), which is necessary for financial transactions, customers can now access financial services such as loan applications without submitting additional documents; ▲ Postal financial services have also been normalized, so services such as remittance and transfer to post office accounts are now available.

Regarding the resident registration card verification service, the authorities stated that alternative means such as driver's licenses, passports, already issued mobile identification, and alien registration cards can be used, and that this information is being communicated clearly and promptly through popup pages, KakaoTalk messages, and other channels.

For customers who only possess a resident registration card, the authorities are minimizing inconvenience by flexibly verifying authenticity at service counters using the Government24 system or the 1382 (Ministry of the Interior and Safety resident registration card verification ARS service).

Kwon Daeyoung, Vice Chairman of the Financial Services Commission, stated, "It is fortunate that most financial services that were of concern are now being provided normally as the NIRS system is restored step by step." He also urged, "Do not let your guard down until the situation is fully resolved, and do your utmost at the front lines to ensure that consumers experience no inconvenience."

He added, "For services that have not yet been restored, such as resident registration card verification, please make every effort to prioritize resolving consumer inconvenience by providing guidance on alternative means such as driver's licenses and by flexibly verifying authenticity at service counters."
