A Critical Moment for Paradigm Shift"

Assemblyman Join Chul of the Democratic Party of Korea (Gwangju Seo-gu Gap) announced on the 25th that he will co-host a forum titled "Policy Directions for AI Infrastructure to Achieve Global Top 3 AI Leadership" with the Korean Institute of Management Science at the National Assembly Members' Office Building at 10 a.m. on September 29.
This forum aims to assess Korea’s current position amid intensifying U.S.-China competition over AI, and to present opinions from government and academic experts on major policy shifts needed in AI infrastructure, information and communication services, and cybersecurity to achieve the goal of becoming a global top 3 AI powerhouse.
In particular, the forum is expected to critically examine government policies in the context of urgent global developments and cyber threats, and to propose practical measures to strengthen and ensure the sustainability of national AI infrastructure.
In the first session, chaired by Professor Lee Kyungwon of Dongguk University (President of the Korea Association for Information and Communication Policy), Professor Shin Minsu of Hanyang University will present on "Essential Elements for Becoming a Global Top 3 AI Power: Policy Shifts to Promote AI Infrastructure Development," suggesting four major policy directions to encourage private sector investment in AI data centers and redefining the concept of "information and communication expenses" for the AI era.
Professor Mo Junghoon of Yonsei University will discuss "Communication Infrastructure and Fair Network Usage Policies for a Sustainable AI-Based Society," proposing directions for reforming mobile communication quality assessment policies and practical measures to ensure the sustainability of AI infrastructure value. Professor Park Kiwoong of Sejong University will address "Paradigm Shifts in Cybersecurity in the AI Era: The Sword and Shield in Society," presenting policy directions to enhance national cyber incident response capabilities.
The second session will feature panel discussions with Kim Kyungman, Director of AI-Based Policy at the Ministry of Science and ICT; Kim Dohun, Professor at Kyung Hee University; Noh Changhee, Director of the Digital Industry Policy Research Institute; Ahn Jungmin, Professor at Hallym University; Han Seokhyun, Head of the Seoul YMCA Citizens Mediation Office; and Hong Inki, Professor at Kyung Hee University.
Assemblyman Join Chul stated, "In this era of global upheaval surrounding AI, it is time for a major transformation in communication policy and information security paradigms, along with the expansion of AI infrastructure. I hope this forum will serve as a foundation for overcoming the challenges ahead and lay the groundwork for Korea to become a global top 3 AI leader."
