Mayor Eonseok Oh of Dobong District Expands Employee Welfare with Increased Leave and Overseas Training

Agreement Reached on 22 Proposals at Labor-Management Council

Dobong District in Seoul (District Mayor Eonseok Oh) will begin implementing institutional changes next year to improve employee welfare and working conditions.


On September 25, Dobong District announced that it had signed an agreement with the Dobong District Branch of the Seoul Regional Headquarters of the Korean Government Employees’ Union during the 2025 Labor-Management Council meeting held in the mayor’s office on the 24th. The agreement includes expanding the “New Employee Leap Leave,” increasing various congratulatory payments, and raising the number of participants in overseas training programs.

Previously, the district held a total of four working-level meetings since last month to discuss 42 proposals submitted by the union. Of these, 22 proposals were accepted, while the remaining 20 will be reconsidered after reviewing budget and institutional feasibility. The accepted proposals are divided into three categories: expanding employee welfare, improving safety and health environments, and strengthening organizational culture and communication.


Measures to expand welfare include increasing congratulatory payments for marriage, childbirth, and birthdays, and extending the “New Employee Leap Leave” for employees with at least one year but less than five years of service from the current three days to five days. The number of employees selected for overseas training will be increased from 80 to 120 per year, and evaluation criteria will be further detailed to ensure fairness.


Improvements to safety and health environments include the installation of additional blood pressure monitors and body composition analyzers in district offices, as well as the expansion of safety bells at civil service counters. To strengthen organizational culture and communication, the district will outsource office cleaning at community centers to improve working conditions.

We will faithfully implement the agreed items and continue to consult with the union on remaining issues to enhance both employee happiness and resident satisfaction.”


Meanwhile, on this day, the union presented Mayor Oh with a plaque of appreciation for his contributions to improving employee welfare. A union representative stated, “This was to express our gratitude for his efforts in fostering a culture of labor-management cooperation.”
