Gwangju City has established and begun implementing a comprehensive safety management plan for the Chuseok holiday, aiming to ensure that citizens enjoy a safe and abundant holiday ahead of the nation’s major traditional festival. This safety plan focuses on proactively eliminating various risk factors that may arise during the extended holiday period and minimizing inconvenience for citizens.
During the Chuseok holiday, the city will operate disaster safety and traffic situation rooms around the clock, maintaining a close emergency contact network. In the event of a sudden disaster or accident, relevant departments and agencies will cooperate swiftly to carry out initial response and recovery measures. Additionally, the city will manage traffic flow in real time on highways and detour roads to facilitate smooth travel for those returning home or visiting family.
The plan also includes comprehensive safety inspections to alleviate citizens’ concerns ahead of the holiday. The city will conduct intensive inspections and repairs of safety facilities along 14 routes near terminals, train stations, and airports, where traffic is expected to be concentrated. Safety guidelines will be promoted and inspections strengthened at 93 major construction sites, including the construction site of Urban Railway Line 2 and private park development projects, in order to eliminate potential hazards in advance.
Food safety for citizens will also be ensured. Joint public-private inspection teams will carry out safety checks of electrical, gas, and fire safety systems at over 120 multi-use facilities, including large supermarkets and traditional markets, and will complete any necessary fire hazard mitigation measures before Chuseok. In addition, the city will thoroughly inspect the hygiene of 100 food service businesses and health supplement retailers to ensure the safe supply of holiday food items.
Efforts to minimize medical service gaps are also notable. The city will operate an emergency medical situation room managing 26 emergency medical institutions that provide 24-hour care, and citizens can access emergency medical information through the 'Eunggeupttokttok' app and other channels. Furthermore, emergency civil service response teams will be on standby throughout the holiday to address basic needs such as water supply and fuel delivery.
Special measures have also been prepared for citizens affected by the heavy rainfall this summer. The city plans to provide disaster relief funds and livelihood support payments before Chuseok to ease the holiday burden for disaster victims. Up to 9 million won will be provided for residential flood damage, and up to 10 million won for small business losses.
For vulnerable seniors, the city will offer welfare checks and free meals, and will monitor the real-time safety status of those enrolled in the emergency safety assurance service, ensuring immediate response in case of emergencies.
Until October 9, when the Chuseok holiday period ends, the city will continue to provide citizens with safety guidelines and daily information through its website, electronic billboards, and social networking services (SNS).
On September 24, Kim Junyoung, Director of the Citizens' Safety Office, stated, "With this year’s Chuseok overlapping with a national holiday and creating an extended break, we will thoroughly conduct pre-holiday inspections and comprehensive measures so that all citizens can enjoy a safe and warm holiday."
