Seoul Mayor’s Award - Winner in the Win-Win Cooperation Category

This year, the Seoul Housing and Communities Corporation (SH) received the Seoul Mayor’s Award in the Win-Win Cooperation category at the Asia Construction Grand Awards. The corporation was recognized for successfully revitalizing a stalled redevelopment project through a public-private partnership model.

SH acted as the sole project implementer for the Dapsimni District 17 Housing Redevelopment and Maintenance Project in Dongdaemun-gu, Seoul, transforming the area into an apartment complex with 326 units. The project had lost momentum and was stalled for about four years due to a slump in the housing market, withdrawal of the construction company, and inability to secure funding. In July 2011, a public-private joint project was initiated, with SH serving as both the sole project implementer and supervisor, taking overall management of the redevelopment. GNI Architecture handled the design, and DL Construction was selected as the builder. Residents' opinions were reflected in the project process through collaboration with the residents’ representative committee, including the selection of the construction company via a general residents’ meeting.

Before redevelopment, the area consisted mostly of buildings over 20 to 30 years old, raising concerns about aging infrastructure. Residents continuously requested modern infrastructure and green spaces, leading to the launch of the redevelopment project for the old villa neighborhood in November 2007.

SH leveraged its strengths, such as efficient project management and superior funding capabilities compared to private associations, to drive the project forward. The corporation also enhanced transparency in funding and contract execution, and reduced business risks by assembling internal and external experts. SH worked to reduce project costs through in-house supervision and ensured quality by selecting top-tier builders such as DL Construction.

By incorporating residents’ feedback, SH established a systematic and rational housing redevelopment and maintenance plan, and determined an appropriate scale based on demand and existing infrastructure conditions. Unlike other projects facing cost disputes, SH directly verified construction costs, preventing conflicts and interruptions during construction.

Thanks to SH’s efforts to promote mutual growth, construction began in May 2022, and "E-Pyunhansesang Dapsimni Artefore" was completed in March this year. Over 130 aging residential units were transformed into a new apartment complex with two basement levels and 21 above-ground floors, totaling 326 units. Of these, 268 units were for sale and 58 were for rent, with exclusive areas of 59 square meters and 84 square meters. In March, the Dapsimni District 17 Residents’ Representative Committee presented a plaque of appreciation to SH President Hwang Sangha in recognition of the project's successful completion.

The complex features community-oriented amenities such as welfare facilities, a fitness center, and designated pick-up and drop-off areas for children. In addition, the buildings are designed for easy remodeling, allowing for space expansion and modification. Advanced technologies have been incorporated, including intelligent security lighting, electric vehicle fire suppression systems, a smart integrated home control panel (wall pad), artificial intelligence (AI) parking management, and noise-reducing range hoods.

E-Pyunhansesang Dapsimni Artefore is expected to serve as a model for expanding public-private collaboration. SH, acting as the sole project implementer, achieved tangible results in a project that had been stagnant for years. Building on the expertise and know-how gained from this project, SH plans to further expand collaboration with the private sector and actively promote the spread of such partnership models.
