Busan and Seoul Education Offices Join Forces to Strengthen Literacy and Numeracy Skills

Collaboration on Joint Development and Review of Diagnostic Assessment Items
Laying the Foundation for Tailored Student Learning Support

The Busan Metropolitan Office of Education and the Seoul Metropolitan Office of Education are establishing a cooperative system to strengthen students' literacy and numeracy skills and enhance their future competencies.


On the afternoon of September 18, Kim Seokjun, Superintendent of the Busan Metropolitan Office of Education, and Jeong Geunsik, Superintendent of the Seoul Metropolitan Office of Education, signed a memorandum of understanding at the Enford Hotel in Chungju, North Chungcheong Province. Officials from both offices attended the event, which aims to facilitate collaboration on implementing diagnostic assessments for literacy and numeracy and developing test items.

This agreement aims to ensure the stable implementation of diagnostic assessments and the smooth development of test items. The two offices plan to cooperate through joint development and review of test items, as well as by forming a consultative body for processing results.


The Busan Metropolitan Office of Education is currently conducting research on policies to strengthen literacy and numeracy skills, which is one of Superintendent Kim Seokjun's key pledges. With this agreement, it will be possible to diagnose and process the literacy and numeracy levels of individual students, paving the way for further research and policy development in the future.


Superintendent Kim Seokjun stated, "Literacy and numeracy are essential core competencies in the context of students' learning and lives. I hope this agreement will serve as a starting point for tailored learning support and become a meaningful opportunity to further develop students' competencies."
