People Power Party: "'Abolition of Prosecutors' Office' in Government Organization Act Amendment Will Trigger Downfall of Lee Administration"

On September 17, the People Power Party criticized the government and ruling party's proposed revision of the Government Organization Act, stating, "This will be the beginning of the downfall of the Lee Jaemyung administration."


Members of the People Power Party on the National Assembly's Public Administration and Security Committee held a discussion at the National Assembly on the same day, pointing out structural problems in the ruling party's proposed revision of the Government Organization Act.

Deputy Speaker of the National Assembly Joo Hoeyoung, a member of the People Power Party, stated, "The public knows very well that the reason for dismantling the prosecution is retaliation for indicting President Lee Jaemyung," and criticized, "I can say with certainty that the Democratic Party's move to abolish the Prosecutors' Office and establish the Serious Crimes Investigation Agency and the Prosecution Agency will be the starting point for the downfall of the Lee Jaemyung administration."


Deputy Speaker Joo pointed out, "The investigative structure is closely related to the human rights of the people, and it must be systematically organized under constitutional principles, with proper checks and oversight functions in place." He added, "Even if there are some problems, they are trying to remove the entire system, create the Serious Crimes Investigation Agency, and place it under the Ministry of the Interior and Safety."


He continued, "If numerous cases are not properly investigated, if investigations are delayed, and if justice and injustice are reversed, the public will not tolerate it and will criticize and attack the administration." He demanded, "I urge you to thoroughly review the problems and follow-up measures that the separation of investigative structures will bring, and to reconsider this plan."


Seo Beomsoo, the opposition secretary of the National Assembly's Public Administration and Security Committee, emphasized, "The Government Organization Act is a crucial law directly connected to the future of the Republic of Korea," and criticized, "I simply cannot understand what is so urgent that this is being rushed through without proper deliberation." He continued, "Since investigations have a high potential to infringe on human rights, it is most important to create mechanisms to control investigative agencies so that the public is not subjected to human rights violations or abuse of power by these agencies."


Seo stated that he had proposed to Yoon Geonyoung, the ruling party secretary of the committee, that the Government Organization Act be revised through a joint meeting, but was rejected. He raised his voice, saying, "The Democratic Party is engaging in legislative dictatorship by pushing through with the power of the majority, rather than seeking political solutions through compromise."


Kim Minho, professor at Sungkyunkwan University Law School, commented at the event, "The Government Organization Act proposed by the Democratic Party under the Lee Jaemyung administration is not simply about adjusting or integrating organizations to improve efficiency." He added, "It is extremely concerning that they are attempting to completely overturn the foundation of the judicial system and are even raising constitutional concerns with this revision."


Previously, on September 15, the Democratic Party submitted a revision of the Government Organization Act under the name of floor leader Kim Byungki. The bill includes the abolition of the Prosecutors' Office, restructuring of financial organizations, and separating the budget and policy functions of the Ministry of Economy and Finance. The Democratic Party plans to process the revision at the plenary session of the National Assembly on September 25.
