Actual Score Was 74, Lower Than the Average Winning Score of 76.54
Some of the "perfect score accounts" used in the subscription applications for Raemian Onepentas, which recorded a first-priority subscription competition ratio of 527 to 1 last year, were found to have artificially increased their subscription scores through false resident registration.
According to data titled "Results of the 2024 Second Half Housing Subscription Fraud Inspection," submitted by the Ministry of Land, Infrastructure and Transport to Assemblyman Yoon Jaeok of the National Assembly's Land, Infrastructure and Transport Committee on September 16, one out of four perfect score accounts (84 points) that appeared in last year's Raemian Onepentas subscription was a fraudulent application due to false resident registration.
The individual who received the perfect score, referred to as Mr. A, obtained the maximum points by falsely registering his father-in-law and mother-in-law as residents. However, Mr. A's actual score was only 74 points, which is lower than the average winning score of 76.54 points.
The subscription score is calculated based on factors such as the period of not owning a home, the number of dependents, and the length of time the subscription account has been held. To receive a perfect score, an applicant must have not owned a home for at least 15 years (32 points), held a subscription account for at least 15 years (17 points), and have at least six dependents excluding themselves (35 points). In other words, a seven-member household must have been without a home for over 15 years to achieve 84 points.
Raemian Onepentas is a reconstruction project of Sinbanpo 15th Complex located in Banpo-dong, Seocho-gu, Seoul. The complex consists of six buildings, ranging from four basement levels to 35 floors above ground, with a total of 641 units. Of these, 292 units with exclusive areas of 59 to 191 square meters were offered for general sale.
The average pre-sale price was 673.6 million won per 3.3 square meters, and the price for an 84-square-meter unit exceeded 2 billion won. However, due to the price ceiling system, the units were cheaper than those in neighboring complexes, making a profit margin of 2 billion won possible and earning the project a reputation as a "lottery subscription" complex.
As a result, at the end of July last year, 93,864 people applied for 178 available units during the first-priority subscription, resulting in an average competition ratio of 527.3 to 1.
With competition overheating, the Ministry of Land, Infrastructure and Transport conducted a fact-finding investigation in the second half of last year on popular subscription complexes with high scores, including Raemian Onepentas.
According to Assemblyman Yoon's office, there were a total of 40 cases of fraudulent applications, such as false resident registration, at Banpo Raemian Onepentas in addition to Mr. A's case.
The Ministry of Land, Infrastructure and Transport's inspection in the second half of last year revealed a total of 180 cases where applicants won subscriptions through fraudulent means. Among these, 151 cases involved applicants who received 70 points or more-scores only possible for households with five or more members-by manipulating their scores through false resident registration.
Meanwhile, the government is pushing to revise the housing supply regulations to fundamentally prevent fraudulent subscriptions, such as inflating the number of dependents through false resident registration. The main point is that, in the future, direct ascendants must submit three years' worth of health insurance benefit records prior to the date of the recruitment announcement, and direct descendants aged 30 or older must submit one year's worth of records to verify dependent status.
