Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on September 16 that one new case was selected in the Ministry of the Interior and Safety’s evaluation of “Regulatory Improvement through Proactive Administration by Local Governments” for the second quarter of 2025.

The Ministry of the Interior and Safety selects outstanding and new cases each quarter from among the 243 local governments nationwide in areas such as △ improvement of business (livelihood) management, △ enhancement of resident convenience, △ strengthening of citizen safety, and △ streamlining of local administration.


In the second quarter of this year, a total of 492 cases were submitted nationwide, and 31 cases that were deemed highly necessary for sharing and spreading to other local governments were selected as new cases.


The case submitted by Goyang City was titled “Leaping Forward as a Hub for Global Large-Scale Performances through Regulatory Easing and Spatial Re-creation,” and was selected as a new case in the field of streamlining local administration.


Until now, despite its excellent accessibility and infrastructure, Goyang Sports Complex has faced difficulties in attracting large-scale performances due to the limited perception of it as a “sports facility” and the burden on users caused by an unclear booking process for performances.


To address this, the city clarified the operating standards for venue bookings by revising ordinances and approval conditions, established safeguards to prevent unauthorized cancellations and enhance trust in bookings, and created favorable conditions for attracting global artist performances through various administrative supports, including facility improvements and promotional assistance.


Additionally, by reducing the usage fee from 10% to 6% of total ticket sales and lowering the venue rental fee, the city lowered entry barriers, encouraged participation from private performance planning companies, and created a foundation for revitalizing business activity. Alongside these measures, the city also provided multifaceted administrative support, such as facility upgrades and promotional assistance, to further attract global artist performances.


As a result of these efforts, Goyang Sports Complex is now emerging as a new hub for large-scale performances, with successive concerts by K-pop stars and world-renowned musicians. This transformation has been highly praised for simultaneously generating cultural, tourism, and economic ripple effects, significantly enhancing the brand value of “Cultural City Goyang.”


A city official stated, “We will continue our efforts to produce tangible results that citizens can experience by alleviating business regulations and resolving citizen inconveniences through regulatory reform and proactive administration.”
