Refutes Gangwon Development Corporation's Claims in Statement Issued on the 15th
The conflict between Gangwon Development Corporation and Chuncheon City is intensifying over the urban development project for the administrative complex town in Goeun-ri, Chuncheon, which includes the construction of the new Gangwon Provincial Government building.

On September 15, Chuncheon City issued an official statement titled "Official Position on the Statement by Gangwon Development Corporation," refuting the proposal for the administrative complex town made by Gangwon Development Corporation.
Chuncheon City emphasized, "The relocation project for the provincial government building and the administrative complex town (apartment construction) project must be clearly distinguished." The city explained that, regarding the relocation project for the provincial government building, which was promised in a joint statement in 2022, it had provided full support by promptly handling related procedures such as the decision on the urban management plan and the formation of a compensation council. However, the apartment construction project deviated from the agreement in the joint statement by changing the entire area to a residential zone, which presented issues that Chuncheon City could not handle, leaving them with no choice but to reject it.
The city further pointed out, "Gangwon Development Corporation submitted its proposal despite being aware of insufficient water supply and sewage capacity, and the initial sewage treatment plant plan included only the location without any detailed content, demonstrating a lack of basic review." The city stressed that Gangwon Development Corporation must take responsible action regarding the installation of infrastructure.
Chuncheon City also added, "Despite the first and second requests for supplementation, fundamental issues such as the planned location of the discharge pipe to Sinchoncheon have not been resolved, and even though water supply is a critical matter, the corporation is mistakenly assuming that everything will be resolved simply by paying the cost burden as the responsible party."
The city also refuted Gangwon Development Corporation's claim that Chuncheon City is shifting the responsibility for preparing measures against the hollowing out of the original downtown area. Chuncheon City explained that it is already pursuing a variety of measures for the original downtown, and even the Local Public Enterprise Evaluation Institute recommended preparing measures against hollowing out during its feasibility review.
Chuncheon City then urged Gangwon Development Corporation "to promptly proceed with the provincial government building relocation project through close consultation among relevant agencies and to proactively seek reasonable alternatives regarding other matters."
Previously, on September 11, Gangwon Development Corporation expressed strong regret after Chuncheon City ultimately rejected the proposal to designate the urban development project area for the administrative complex town. The corporation protested, stating, "Although this project is a policy project of Gangwon Special Self-Governing Province, Chuncheon City made the rejection decision unilaterally without even submitting it to the City Urban Planning Committee, which is a clear abuse of administrative discretion."
