Real-Time Enforcement System in Operation
Yongsan District in Seoul (District Mayor Park Heeyoung) is operating the "Public Parking Lot Entry Notification System," which enables real-time enforcement against vehicles with delinquent payments. Drivers who have unpaid taxes or fines must settle their outstanding amounts in order to use public parking lots within Yongsan District.
The enforcement targets include vehicles with unpaid local taxes and fines, such as unregistered vehicles operating illegally without proper registration and "ghost vehicles" that are registered under borrowed names and used for criminal activities.

Yongsan District links its delinquent collection department with the parking lot control system to automatically verify license plate numbers. Through this system, information is transmitted in real time to the enforcement team's wireless devices, enabling immediate license plate seizure as soon as a vehicle enters. To reclaim a seized license plate, vehicle owners must visit the Tax Administration Division at Yongsan District Office and pay their outstanding taxes.
Unlike the previous random patrol method, this new system allows the district to maximize the efficiency of collecting delinquent payments from vehicles while minimizing the need for manpower and equipment.
The district is already operating a standing enforcement team targeting vehicles with unpaid automobile taxes and parking violation fines, collecting approximately 220 million won from January to August of this year. With the addition of the new system, Yongsan District aims to further enhance efficiency. In particular, the district plans to accelerate its collection goals by conducting special nighttime license plate seizures after 6 p.m., in addition to weekday random patrols.
Park Heeyoung, Mayor of Yongsan District, stated, "We will strictly manage the system so that the majority of diligent taxpayers do not feel a sense of deprivation due to chronic delinquents," adding, "We will do our utmost to raise tax awareness and implement fair taxation."
