Albania has become the first country in the world to appoint artificial intelligence (AI) as a government minister to oversee public bidding. According to AFP on September 12 (local time), on September 11, Albanian Prime Minister Edi Rama appointed an AI-generated entity named "Adiella" as minister. "Adiella" means "sun" in Albanian. Prime Minister Edi Rama, who secured his fourth consecutive term after winning the general election in May, explained, "Adiella does not physically exist, but is the first government member to be virtually generated through AI."

He added, "Through Adiella, corruption will be blocked 100%, and every public fund submitted in the bidding process will be managed with complete transparency."

Launched in January this year as an AI-based virtual assistant, Adiella is designed in the image of a woman dressed in traditional Albanian attire. Adiella helps citizens access various documents and services through the official electronic administration platform, e-Albania. According to official statistics, Adiella has supported the issuance of 36,600 digital documents so far and has provided approximately 1,000 services.
