Seoul Office of Education Finalizes and Notifies Cancellation of Kim Keonhee’s Teacher Certificate over Thesis Plagiarism

The Seoul Metropolitan Office of Education announced on September 11 that it has finalized the cancellation of First Lady Kim Keonhee’s Level 2 Secondary School Art Teacher Certificate and has notified her of the decision. Kim obtained the certificate through a non-examination qualification process at Sookmyung Women's University Graduate School of Education.


Following the decision by Sookmyung Women's University to revoke Kim’s master’s degree due to violations of research ethics in her thesis, the university applied to the Seoul Metropolitan Office of Education in July for the cancellation of her teacher certificate.

In accordance with relevant laws such as the Elementary and Secondary Education Act and the Administrative Procedures Act, the Office of Education provided opportunities for Kim to submit her opinion, including holding two hearings on August 5 and August 25.


However, Kim did not attend the hearings nor did she submit any written opinions. It is also reported that she did not participate in the process of reviewing and confirming the hearing records, which was conducted until September 9.


As a result, the Office of Education finalized the cancellation of Kim’s teacher certificate as of September 11 and registered the cancellation in the National Education Information System (NEIS).


The outcome of this decision has also been communicated to Kim, the Ministry of Education, and Sookmyung Women's University.


An official from the Office of Education stated, "Ensuring the legitimacy and fairness of teacher qualifications is a fundamental principle of educational administration," and added, "We will continue to enforce administration strictly in accordance with relevant laws and regulations."
