Attending the Inauguration of the Presidential National AI Strategy Committee
President Lee Outlines Four Core Principles:
People-Centered Inclusive AI, Public-Private One-Team Collaboration,
AI-Friendly Systems, and Balanced AI Development

On September 8, President Lee Jaemyung stated, "Artificial intelligence (AI) will be the key to advancing the overall structure of our industries, enhancing the quality of life for our people, and leading Korea into a new era of prosperity." He added, "To turn the vision of becoming a top-three global AI powerhouse into reality, our government will establish and implement related strategies based on four key principles." The four principles are: ▲people-centered inclusive AI, ▲a public-private 'one team' approach, ▲an AI-friendly system, and ▲balanced AI-driven development.

During his opening remarks at the launch ceremony of the Presidential National Artificial Intelligence Strategy Committee (National AI Strategy Committee) on this day, President Lee emphasized, "The world is experiencing the most rapid technological transformation in human history, and the AI-driven civilizational shift is not just a matter of technological innovation, but is fundamentally reshaping our lives." The launch event was attended by private sector committee members from eight subcommittees, including Executive Vice Chair Lim Moonyeong, CEO of Future Transition. From the government, Deputy Prime Minister and Minister of Economy and Finance Koo Yooncheol, Minister of Science and ICT Bae Kyunghoon, and Chairperson of the Personal Information Protection Commission Ko Haksoo were present. From the presidential office, Policy Chief Kim Yongbeom and Chief of AI Future Planning Ha Jungwoo also attended.

President Lee further stated, "As a core driving force that determines national competitiveness and future prosperity, advanced technologies like AI represent national power, economic strength, and even security capabilities." He continued, "Korea stands at a major historical turning point-whether we become laggards at risk of being left behind, or pioneers who seize boundless opportunities, is up to us."

President Lee reiterated the vision of becoming a top-three global AI powerhouse. He said, "The vision of becoming a top-three AI nation is not just an aspirational slogan. It is a core survival strategy that will determine Korea's future." He warned, "If we hesitate or become complacent, we will inevitably face the triple hardship of technological dependency, industrial decline, and deepening inequality and polarization." He also noted that without this vision, Korea cannot achieve true growth, strong national defense, or a flourishing cultural nation.

He also presented the four principles for becoming a top-three AI powerhouse. President Lee first stated that AI should be accessible and usable by everyone, implementing people-centered inclusive AI. He emphasized, "It is especially important for the state to play a role in supporting the socially disadvantaged and marginalized, to ensure that the changes brought by AI do not lead to greater polarization and imbalance."

He also stressed the need for a public-private 'one team' strategy, with the private sector leading and the government providing support. President Lee explained, "In an era of global technological competition, it is impossible to promote and develop advanced technology industries without mobilizing national capabilities." He added, "The government must provide solid support through strategic investment so that the creativity, dynamism, and expertise of the private sector can be fully realized."

Additionally, he called for an overhaul of systems across society to be AI-friendly. President Lee said, "We must restructure laws, regulations, and the entire ecosystem from an AI-negative perspective to move beyond technological catch-up and unlock the potential for overtaking others." He added, "Innovations in national systems such as administration, healthcare, and education are essential to dramatically improve the quality of life for our people."

Finally, he emphasized the need to achieve balanced AI-driven development, where the entire nation grows together and the benefits are shared equally. President Lee said, "We must create a structure in which the promotion of AI-related specialized industries, the building of infrastructure, and the cultivation of key talent are each directly linked to regional development."

President Lee concluded, "The newly launched National AI Strategy Committee will serve as Korea's supreme command center for realizing the vision of a top-three AI powerhouse." He continued, "I believe the committee will faithfully and successfully fulfill its role as both a compass and a springboard, making AI the leading future growth engine for Korea and guiding the nation to become a top-three AI powerhouse."
