Korea National Park Service to Provide 5 Million Won Annually
Totaling 60 Million Won Over 12 Years
Expanding the Achievements of the Dream Fulfillment Voucher Program
Wonju City in Gangwon Province signed a business agreement titled "Connecting Dreams: Scholarship Support for Young Artists" with the Korea National Park Service (Chairman Joo Daeyoung) at 4:30 PM on September 8 in the Investment Consultation Room on the 7th floor of City Hall. Through this agreement, the city will launch a new scholarship program to help local youth pursue their dreams.

This agreement represents an expansion of the city’s flagship educational policy, the "Youth Dream Fulfillment Voucher." Since 2023, the city has provided monthly support of 100,000 won to approximately 18,000 elementary school students through the Dream Fulfillment Voucher, helping them participate in sports, arts, and skill-based activities. In a satisfaction survey conducted this year, 96.8% of respondents expressed satisfaction with the program, and 99.3% indicated they would continue to use it, demonstrating overwhelming support.
However, the voucher program has been limited to elementary school students, leaving a gap for middle and high school students. This new agreement aims to address that gap.
Under the agreement, the Korea National Park Service will provide 5 million won annually for 12 years, totaling 60 million won in scholarships. Wonju City will select and manage scholarship recipients among talented students in arts and physical education who have been identified through the Dream Fulfillment Voucher program. The two organizations will also collaborate on establishing selection criteria and operational plans for the scholarship, running joint programs, and promoting the outcomes of the initiative.
The city plans to establish the selection criteria and operational plans within this year, select the first scholarship recipients in December, and begin full-scale scholarship support from next year.
Chairman Joo Daeyoung stated, "It is meaningful to be able to join in the journey of supporting the dreams of our youth," and added, "We will continue to actively engage in social contribution activities for regional cooperation and youth support."
Mayor Won Kangsoo of Wonju City said, "If the Dream Fulfillment Voucher has helped children discover their talents and open doors to growth, this agreement will become a strong bridge connecting those dreams to their future careers," adding, "We will do our utmost to help children grow into the leaders who will shape the future of Wonju."
