Establishment of Integrity Review Team
Three Major Initiatives and 39 Integrity Policies in Action
On September 7, Songpa District in Seoul (District Mayor Seo Kangseok) announced that it is promoting the "Songpa-Style Integrity Administration," aiming to achieve the highest grade in integrity under the principle that integrity is the key to administrative competitiveness.

In January of this year, the district established an Integrity Review Team and conducted an organizational culture assessment involving 650 employees. As a result, many respondents expressed that "practical, participatory training is needed rather than formal integrity events." Reflecting this feedback, the district developed three major initiatives and 39 integrity policies designed to deliver tangible results.
To spread integrity throughout its organizational culture, the district introduced the integrated brand "RACE," which stands for Reasonable, Active, Creative, and Effective. The brand also conveys the meaning of a "race" toward achieving the highest grade in integrity. All related activities, such as the executive integrity pledge, employee awareness assessments, and autonomous control systems, are conducted under this brand, helping to embed integrity across the organization.
This year, the primary focus is on employee participation. The district is expanding participatory and experiential programs to foster a culture of integrity that employees can actively practice together.
Key examples include "Integrity Points 333" (three times a month, three minutes per day, 30 hours of integrity activities per year), team-based integrity challenges, and visits to sites of historical significance related to integrity. According to an internal survey, the average employee perception score for integrity exceeded 8 out of 10. Initiatives such as the "Talk Talk Meeting" with the district mayor, the "Song Quiz Talk Show," and 510 annual sessions of the "Visiting Integrity Communication Team" have also played a significant role in improving organizational culture.
The district is also focusing on delivering results that residents can feel. By providing an integrity text alert service, trust in key areas such as civil complaints, welfare, and contracts has increased. The district has also formed an Integrity Advisory Committee with participation from professors, homemakers, and young adults, and is operating an integrity culture innovation band in collaboration with local organizations. As a result, a resident survey conducted this year showed a 93% satisfaction rate with civil service, and particularly high ratings of 98% for speed and kindness.

Moving forward, we will continue to pursue a balanced approach with a branded model, employee participation, and tangible results for residents, aiming not only to achieve the highest integrity grade but also to establish an administration that residents can truly trust."
