The opening ceremony was attended by approximately 300 Seongnam citizens, including Mayor Shin Sangjin, members of the National Assembly, members of the provincial and city councils, and officials from the Seongnam Cultural Foundation. The event featured a congratulatory performance by the Seongnam City Choir, a progress report, a timelapse video showcasing the remodeling process of the former sewage treatment plant, a commemorative speech, an unveiling ceremony, and a ribbon-cutting ceremony.
In his welcoming remarks, Mayor Shin stated, "Today is a historic day as the site of the sewage treatment plant, with over 30 years of history, is being reborn as a beautiful music hall. I hope this space will become a mecca of culture and the arts, representing Seongnam's innovation, transformation, and urban regeneration."
He added, "Moving forward, we will implement the second-phase master plan without delay to transform this area into a multi-cultural town that includes a world-class art museum. I ask all citizens to make frequent use of Seongnam Mulbit Garden, spread the word, and help it become established as a global cultural landmark."

The Seongnam Mulbit Garden Music Hall is a professional performance venue with 150 seats, created by remodeling the inflow pump building of the former sewage treatment plant in Gumi-dong. It is a multi-purpose cultural space equipped with a cafe, rehearsal rooms, and instrument storage areas. Seongnam City will hold commemorative concerts for the opening of the music hall at 7 p.m. on September 7 and 8.
Seongnam City also plans to invite a variety of performers, including Gum Nansae, the artistic director of the Seongnam City Arts Group, as well as domestic and international musicians, to provide diverse performances in the future.

Meanwhile, the former sewage treatment plant in Gumi-dong was constructed by Korea Land and Housing Corporation (LH), with construction beginning in 1994 and completion in 1997. However, due to opposition from nearby residents during trial operations, it was left unused for 28 years. The city has been working to transform this 29,000-square-meter site into a cultural and recreational space, known as Seongnam Mulbit Park. Prior to the opening of the music hall and cafe, a walking trail (Seongnam Dumulgil) was opened in June.
