Donghae City Council in Gangwon Province, chaired by Min Guihee, announced on September 5 that it held the 2nd plenary session of the 355th extraordinary meeting and completed all scheduled proceedings that had taken place over five days.

During this extraordinary meeting, a total of 11 agenda items were reviewed and approved, including the second supplementary budget bill for 2025 and various ordinance bills.
Regarding the second supplementary budget bill for 2025, the Special Committee on Budget and Accounts determined through its review that the bill aligns with the objectives of supporting livelihood recovery and alleviating citizen inconvenience. As a result, it was approved as originally submitted by the executive branch.
The scale of this supplementary budget is 682.2 billion won (606.4 billion won in the general account and 75.8 billion won in the special account), representing an increase of 53.5 billion won (8.51%) compared to the first supplementary budget of 628.7 billion won (551.5 billion won in the general account and 77.2 billion won in the special account).
In addition, the partial amendment ordinance bill on resident referendums in Donghae City was approved with modifications, while all other agenda items proposed by council members and the executive branch were passed as originally submitted.
