This event was held under the theme 'Making City Hall a Space for Everyone' and aimed to share the achievements of transforming City Hall, which had previously been an administrative work-only space, into a living cultural space freely accessible to all citizens.

During the event, Lee Younggyo, head of the City Hall Management Team, explained the core direction of the City Hall's innovation and summarized the values that City Hall pursues as 'Openness, Sharing, and Communication.'

Based on the value of 'Openness,' the city renovated the main gate and central entrance hall to be more citizen-friendly and removed the existing access control system, allowing anyone to enter and exit freely. The Hoeryong Hall was opened as a cultural and leisure space for citizens during off-hours to increase its utilization.

To realize 'Sharing,' a 'Citizen Gallery' was created on the first floor of City Hall, providing a space where local artists can exhibit their works. 'Everyone's Playground' and 'Shared Office Danbi' have also established themselves as everyday cultural spaces that any citizen can use.

Furthermore, to strengthen the foundation for 'Communication,' the city established the Chao Reum Meeting Room, an integrated office, and the Idle Empathy Lounge, creating an environment where citizens and staff can naturally interact and exchange opinions.

Team leader Lee Younggyo stated, "This spatial innovation of City Hall is a symbolic change that has lowered the barriers of administration and realized an open municipal government together with citizens," adding, "We will continue to make efforts to operate and improve City Hall so that citizens can use it more conveniently."

Mayor Kim Donggeun said, "I find it very meaningful that City Hall has transformed beyond being the center of administration into a living cultural space that any citizen can comfortably visit. Especially in September, with various festivals taking place, there will be more opportunities for citizens to come together. I hope that at the upcoming Hoeryong Cultural Festival on the 27th and 28th, the reenactment of the Uijeongbu procession of King Taejo and King Taejong will provide a meaningful time for citizens to share in history and tradition."

Meanwhile, during the event, a video featuring flood recovery activities by city staff, citizens, and military personnel was shown, reminding attendees of the importance of warm solidarity during difficult times. As a pre-event, Cha Heeyeon, a second-year student at Seonhwa Arts Middle School, delivered a moving solo performance of 'Star' and 'O Sole Mio.'
