Chuncheon City in Gangwon Province, led by Mayor Yook Donghan, has launched the 2026 Major Work Plan Reporting Meeting, which has significantly innovated both reporting and participation methods. On September 3, Mayor Yook held the first meeting, reviewing next year’s planned projects for the Mayor’s Secretariat, Planning and Administration Bureau, Lifelong Education Center, and Chuncheon Urban Corporation.

On the first day of the meeting, the Planning and Administration Bureau presented strategies for securing budgets for core projects, attracting the relocation of public institutions, and implementing sustainable population policies. The Lifelong Education Center explained its plans to host the 2026 Korea Reading Festival and to construct the Northern Public Library. Chuncheon Urban Corporation reported on its mid-to-long-term management roadmap for sports facilities. The agenda covered priority projects, improvement projects, and new proposals, focusing on evaluating the achievements and limitations of current policies, identifying areas for improvement, and discovering new projects to drive regional growth.

Achievements highlighted so far include the establishment of a civil complaint call center, the formation of the Northern Inland Region Administrative Council, securing the largest-ever amount of national funding, hosting the Korea Local Era Expo, attracting the World Taekwondo Headquarters, building a foundation for lifelong learning, creating spaces for reading culture facilities, and improving the management efficiency of the Urban Corporation.

This year’s meeting is notable for moving beyond formal procedures to strengthen responsibility management at the bureau level and enhance interdepartmental collaboration by changing the way the meetings are conducted.

In particular, starting this year, the city has abolished the previous document-based oral reports and switched to presentation-style reports using PowerPoint. The heads of bureaus, rather than team leaders or department heads, now lead the reports, emphasizing accountability across their respective departments. The reporting units have also been elevated from individual departments to entire bureaus, enabling more in-depth discussions on each agenda item. The scope of participation has expanded, allowing three to four bureaus to join together in each session, which facilitates cross-departmental discussions and the identification of collaborative projects.

Beginning with this meeting, the city will continue to hold bureau-level major work plan reporting meetings four times through September 9.

Mayor Yook Donghan stated, "Our focus is on fully realizing the achievements secured during the eighth popularly elected administration and completing our core projects. In particular, we will closely examine what support citizens truly need and make every effort to discover new projects that meet their expectations."
