The Jeju Special Self-Governing Province announced on September 3 that it had discovered an unregistered company illegally renting out electric carts to tourists and others in Udo-myeon, Jeju City, where automobile operation restrictions have recently been eased. The case has been referred to the police for investigation.


Throughout August, Jeju Province collaborated with relevant agencies to strengthen traffic safety guidance and enforcement in the Udo area. With the fourth extension of the "Partial Automobile Operation Restriction in Udo-myeon" and a partial relaxation of the restrictions, an increase in vehicle inflow was anticipated. In response, Jeju Province, in cooperation with the Dongbu Police Station and the Autonomous Police Corps, conducted traffic safety guidance and enforcement at least four times a week.


Following the easing of vehicle operation restrictions, the number of rental two-wheeled vehicles in Udo increased by 57 last month, and the number of visiting vehicles rose by approximately 9% compared to the previous year. There were eight traffic accidents, up by one from seven accidents in the previous year.


Recently, a complaint was filed regarding unregistered electric carts being rented to tourists. On August 28, a joint on-site inspection was conducted with the Dongbu Police Station. The inspection revealed violations of the Passenger Transport Service Act, including failure to register rental vehicles, and the company was referred to the Dongbu Police Station for investigation.


The main violations included: ▲ failure to register vehicles in accordance with the Automobile Management Act ▲ lack of mandatory insurance as required by the Automobile Damage Compensation Guarantee Act ▲ failure to register rental vehicles under the Passenger Transport Service Act.


In addition, authorities requested an investigation into suspected tax evasion, such as not preparing contracts during the two-wheeled vehicle rental process. In 2012, a business operator in Udo who rented out unregistered golf carts was fined.


Kim Younggil, Director of the Transportation and Aviation Bureau of Jeju Province, stated, "While revitalizing tourism in Udo, we will prioritize the safety of visitors and residents by closely cooperating with relevant agencies to establish traffic order. We will make every effort to prevent accidents and will take strong action against violations of the law."
