SCO Summit Underscores Rising Diplomatic Status of China

On September 2 (local time), Chinese President Xi Jinping stated at the China-Russia summit that "China is ready to cooperate with Russia to promote the formation of a more equitable global governance system."
According to Russia's TASS news agency, President Xi made this remark during a summit with Russian President Vladimir Putin at the Great Hall of the People in Beijing, saying, "We are prepared to support each other's national development and prosperity, and to firmly uphold international justice and equality."
The two leaders had previously raised their voices in support of "genuine multilateralism," targeting the United States' unilateral tariff wars, at the Shanghai Cooperation Organization (SCO) summit held in Tianjin, China, through September 1.
This summit was held ahead of the military parade marking the 80th anniversary of the Victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War (Victory Day), which will take place in Beijing on September 3. President Xi emphasized that both countries were major victors in World War II and mentioned his attendance at Russia's Victory Day event in May.
President Xi stated, "On May 9 and September 3, which are the respective Victory Days for Russia and China, we attended the commemorative events for the Victory of the World Anti-Fascist War as guests," adding, "This has become a good tradition in our bilateral relations."
He continued, "This clearly demonstrates the great responsibility of China and Russia as major victors of World War II and as permanent members of the United Nations Security Council."
President Xi also referred to President Putin as "laopengyou" (old friend), and said, "China-Russia relations have withstood the test of a changing international environment," describing the relationship as a good example of neighborly friendship, broad strategic cooperation, and mutually beneficial collaboration.
President Putin expressed his gratitude for the hospitality, stating, "Our close interaction reflects the strategic nature of China-Russia relations," and added, "The relationship between Russia and China is at an unprecedentedly high level."
International political scientist Derek Grossman told ABC News, "The influence of the SCO may be limited, but China's diplomatic standing is rising, and the United States is weakening itself."
