All 229 Cities, Counties, and Districts Nationwide to Participate in Integrated Care Pilot Project

98 More Regions Selected for Pilot Project
Full-Scale Implementation Set for 2026

The Ministry of Health and Welfare announced on September 2 that it has newly selected 98 cities, counties, and districts nationwide through the '2025 3rd Medical, Nursing, and Care Integrated Support Pilot Project Call for Proposals.' As a result, all 229 cities, counties, and districts across the country, including the existing 131 regions, will participate in the pilot project.

This project was established to lay the groundwork for local governments ahead of the nationwide implementation of the 'Integrated Care Support Act' on March 27, 2025. The government launched the pilot project in 2023 and held two additional calls for proposals in 2024 and 2025, with the third call taking place from August 18 to August 29, 2025.


The Ministry of Health and Welfare comprehensively evaluated the willingness and capacity to participate, the feasibility of project plans, regional characteristics, and collaboration strategies between metropolitan and basic local governments, ultimately selecting 98 cities, counties, and districts. Newly included regions are 9 in Seoul (including Jongno-gu, Jung-gu, Mapo-gu, and Gangnam-gu), 5 in Busan (including Yeongdo-gu and Busanjin-gu), 5 in Daegu (including Jung-gu and Suseong-gu), 8 in Incheon, 11 in Gyeonggi Province, 10 in Gangwon Special Self-Governing Province, 9 in South Chungcheong Province, 7 in North Jeolla Special Self-Governing Province, 5 in South Jeolla Province, 16 in North Gyeongsang Province, 12 in South Gyeongsang Province, and 1 in Seogwipo, Jeju.


Starting with an integrated support briefing session in September, the Ministry of Health and Welfare plans to provide consulting, as well as education on integrated support processes and systems. Local governments will form dedicated organizations and establish public-private cooperation systems, then proceed with actual project implementation and service linkage. Lim Eulgi, Director of Elderly Policy at the Ministry of Health and Welfare, stated, "With all cities, counties, and districts nationwide now participating in the pilot project, we are one step closer to implementing the main medical, nursing, and care integrated support project." He added, "The Ministry of Health and Welfare will work closely with local governments to ensure that the community-based integrated care system is successfully established."
