Active Response to Final Selection as a Candidate Project for the Ministry of Economy and Finance's Preliminary Feasibility Study
On August 28, Ulsan City announced that it had passed the Ministry of Land, Infrastructure and Transport's investment review, which is the first gateway for the selection of the Ulsan City Urban Railway Line 2 project as a candidate for the preliminary feasibility study at the '4th Investment Review Committee of 2025' under the Ministry's jurisdiction.
The Ulsan City Urban Railway Line 2 project aims to open in 2032, with a total project cost of 440 billion won. The route will start at Bukulsan Station, pass through Jinjang Distribution Complex in Buk-gu, and continue via Beonyeong-ro in Jung-gu to Yaum Intersection in Nam-gu, covering a total distance of 13.55 kilometers and including 14 stations.
Ulsan City submitted the project to the Ministry of Land, Infrastructure and Transport in June to be considered as a candidate for the preliminary feasibility study, and has now passed the investment review.
Previously, in August last year, Ulsan City made its first attempt to have the 'Urban Railway Line 2 Construction Project' selected as a candidate for the preliminary feasibility study. However, in January of this year, the Ministry of Economy and Finance's Fiscal Project Evaluation Committee rejected the project, citing a lack of urgency.
In response, starting from the successful preliminary feasibility study for the 'Ulsan-Yangsan-Busan Metropolitan Railway' in July, Ulsan City emphasized the connectivity that would allow Urban Railway Lines 1 and 2 to simultaneously handle transportation demand between the urban and metropolitan areas. This strategy helped persuade members of the Ministry of Land, Infrastructure and Transport's Investment Review Committee, leading to this achievement.
The next step is the review by the Fiscal Project Evaluation Committee of the Ministry of Economy and Finance. Ulsan City plans to thoroughly review its counterarguments to the reasons for the previous rejection in January and actively respond to ensure that the project is finally selected as a candidate for the preliminary feasibility study in November.
If selected by the Ministry of Economy and Finance, the project will proceed in the order of preliminary feasibility study, establishment of the master plan, design, and construction. Ulsan City aims to begin construction in 2029 and open the line in 2032.
A city official stated, "Once Urban Railway Line 2 opens, it will form a cross-shaped network with Line 1 running east-west and north-south, allowing the main public transportation routes to be served by rail and feeder routes by bus, thereby maximizing convenience for citizens. Although there are still many challenges ahead, we will do our best to ensure the project proceeds as planned without any setbacks."
