First Ordinance in the Nation to Address Child Housing Poverty Enacted
Recognized for Dedication to Regional Development and Residents' Welfare

Im Seonghwa, a member of the Gwangju Seo District Council representing Gwangcheon-dong, Yudeok-dong, Chipyeong-dong, Sangmu 1-dong, and Dongcheon-dong, received the Legislative Regional Development Award at the "2025 Korea Culture and Arts Awards & Proud Korean" ceremony hosted by the Korea Culture Sports Journal on August 28.
The 2025 Korea Culture and Arts Awards & Proud Korean ceremony recognizes individuals who have contributed to the development of their communities across various fields.
Assemblywoman Im was highly recognized for her efforts in innovating local administration and improving residents' welfare, particularly for her legislative activities that contributed to public safety and the revitalization of local culture.
She enacted the nation's first "Gwangju Seo-gu Ordinance on Support for Resolving Child Housing Poverty."
Through this initiative, she highlighted the importance of the housing environment for children in their developmental years, promoted child-centered housing policies, and established a community model that sets standards for children's housing conditions.
In addition, she enacted Gwangju's first "Ordinance on Support for Autonomous Police Affairs," providing a concrete legal basis for delivering customized policing services that meet the needs of residents.
Assemblywoman Im stated, "I believe that the safety and welfare of residents should be part of everyday life, which naturally led me to focus my legislative activities on creating policies and a culture where residents can feel safe in their daily lives. I am deeply grateful to receive such a significant award in the course of these efforts."
Meanwhile, Assemblywoman Im previously served as Secretary General of the Seo District Community Security Council and as Director of the Seo District Youth Counseling and Welfare Center. As a member of the 9th Seo District Council, she enacted Gwangju's first "Youth Day Ordinance" and "Ordinance on Support for Autonomous Police Affairs." She was also the first in Seo District Council to receive the "2023 Local Council Member Manifesto Award" for best ordinance, and in the first half of 2024, she received the "Legislative Service Award."
