At a press conference held in Beijing that day commemorating the 80th anniversary of the Victory of the War of Resistance Against Japan and the World Anti-Fascist War (World War II Victory Day), Vice Minister Ma said, "China has advocated for an Asian security model that shares both joy and hardship, seeks common ground while acknowledging differences, and emphasizes dialogue and negotiation." He made these remarks in this context.

His comments came as he elaborated on President Xi Jinping's call at China's "Central Conference on Work Relating to Foreign Affairs with Neighboring Countries" in April to build a "community of shared destiny with neighboring countries."

Vice Minister Ma stated, "China has always placed neighboring countries at the most important position in its overall diplomatic agenda and has worked to promote regional peace, stability, development, and prosperity." He added that the conference at the time clarified the overall direction, objectives, and tasks related to work with neighboring countries.

He continued, "The building of a community of shared destiny with neighboring countries is making continuous progress and advancing to new stages. President Xi has visited almost all neighboring countries. Since the 18th, 19th, and 20th National Congresses of the Communist Party of China, the first overseas visits by President Xi have all been to neighboring countries."

At this year's 80th anniversary military parade, 26 foreign heads of state and government leaders will attend, including Kim Jong Un, Chairman of the State Affairs Commission of North Korea, and Vladimir Putin, President of Russia.

As the United States has shown signs of withdrawing from multilateral organizations, such as President Donald Trump's decision to withdraw from UNESCO (United Nations Educational, Scientific and Cultural Organization), Vice Minister Ma emphasized the role of the United Nations on its 80th anniversary.

He said, "The United Nations remains the most universal, authoritative, and representative intergovernmental international organization," adding, "A few countries are pursuing unilateralism, breaking agreements, and seriously undermining the international order and system."

He further stressed that the role and status of the United Nations should be strengthened, stating, "China is taking the lead in practicing genuine multilateralism and firmly supports the United Nations playing a central role in international affairs."

Regarding the U.S. withdrawal from the Paris Climate Agreement, he also said, "China is a steadfast actor and a key contributor to global green development," emphasizing, "Regardless of changes in the international situation, China's active response to climate change will not waver."

China is currently working to issue a statement commemorating the 80th anniversary of the United Nations at the Shanghai Cooperation Organization (SCO) summit, which will be held over two days starting August 31. Attention is focused on whether the statement will include language targeting U.S. unilateralism.

On the Taiwan issue, Vice Minister Ma reiterated the "One China" principle and warned against external interference, emphasizing, "The Taiwan issue is at the core of China's core interests."

He further warned, "The delusion of a few external forces trying to use Taiwan to contain China is playing with fire," adding, "Those who play with fire will get burned."

Regarding China-Russia relations, he described them as "the most stable, mature, and strategically significant major-power relationship," while warning the United States that "any attempt to hinder the great rejuvenation of the Chinese nation is bound to fail."
