Regulations on Traditional Market Buildings to Be Eased in Gwangju
Up to 75% Reduction in Enforcement Fines for Illegal Usage

Regulations on buildings in traditional markets in the Gwangju region are expected to be significantly eased.
According to the Gwangju City Council on August 29, Soohun Kang, a councilor from the Democratic Party of Korea representing Seogu District 1, sponsored the "Gwangju City Building Ordinance Amendment Bill," which passed the review of the 1st Industrial and Construction Committee during the 336th extraordinary session.
The amendment allows for a reduction of up to 75% in the enforcement fines imposed on buildings with illegal usage, provided certain conditions are met, taking into account the unique characteristics of traditional markets.
The requirements for reduction include: ▲ Buildings located in traditional markets as defined by the "Special Act on the Promotion of Traditional Markets and Shopping Districts" ▲ Buildings constructed before June 1, 1992, that are in harmony with surrounding buildings of the changed usage ▲ Cases where the area in violation is 50 square meters or less ▲ Cases where the permitting authority recognizes the need for reduction, considering the degree and motive of the violation and its impact on the public, among other factors.
Kang stated, "Traditional markets have long been a foundation of the local economy, closely tied to the lives of citizens." He explained, "The purpose of this amendment is to provide institutional support for merchants facing unavoidable circumstances and to help revitalize the local economy."
Kang further emphasized, "The amended ordinance will be a meaningful first step in protecting citizens' livelihoods and supporting the self-sustaining development of traditional markets. I will take responsibility to ensure its passage in the plenary session and deliver tangible changes that citizens can truly feel."
