for Effective Resolution of Organized Fraud Issues

Jo Baesuk of the Opposition Pushes for "Special Act on Organized Fraud"... Victim Groups Say "Investigation Delays Are Serious" Assemblyman Jo Baesuk of the People Power Party is holding a general meeting related to the enactment of the Special Act on Organized Fraud with the victim organization (Korea Fraud Prevention National Association) at the National Assembly on the 27th.

Assemblywoman Jo Baesuk of the People Power Party, a member of the National Assembly's Legislation and Judiciary Committee, is moving forward with the enactment of the "Special Act on Organized Fraud." Fellow party members Kim Gi-hyeon, Na Kyungwon, Park Dae-chul, Park Deok-heum, Kim Jungjae, Shin Dongwook, and Kwak Gyutaek also plan to join forces to promote the enactment of the (tentatively named) Special Act on Organized Fraud.


Assemblywoman Jo stated, "Economic crimes such as fraud, embezzlement, and breach of trust are essentially cases that the police find difficult to handle, and the current judicial system is producing more victims." She added, "The key to tackling fraud crimes lies in swift investigation, prosecution, and trial."


Victim organizations believe that the current law only applies the "criminal organization charge" to certain fraud cases, failing to adequately address fraud crimes. They also point to a lack of expertise and personnel for fraud investigations, as well as delays in the investigative process. They argued that while cases can take four years to resolve at police stations, they are processed quickly at the Central District Prosecutors' Office. They emphasized that in order to resolve fraud issues more quickly, it is necessary for the prosecution to fulfill its role as a supervisory agency and to have direct investigative authority. They also called for the establishment of dedicated investigative agencies and for prosecutors to have the authority to direct investigations.


On the 27th, Assemblywoman Jo held the "National Report on Victims of Organized Fraud and Rally to Urge the Enactment of the Special Act on Organized Fraud" with the Korea Fraud Prevention National Association to discuss these measures. Victims from companies such as Ado International, Hustem Korea, Isang Investment Group, Wacon, DH Cafeteria, Popcorn, Delio, Karrot, and K Samheung attended the event.
