On August 29, Hwaseong City announced that Shinsegae Hwaseong, the developer of Hwaseong Starbay City, had submitted a development plan proposal outlining the main facility plans on August 28.

In the proposal, Shinsegae Hwaseong suggested a comprehensive plan to develop a tourism complex of approximately 2.84 million square meters, featuring a Paramount theme park, a water park, commercial facilities (Starfield), accommodations, and a golf course, among various other facilities.

The proposal also includes attractions utilizing Paramount's intellectual property (IP) combined with advanced technology, environmentally friendly designs that consider sustainability, and the incorporation of Hwaseong's unique cultural characteristics.

The city plans to review the development plan by collecting opinions from relevant departments and organizations, and after consultation with Gyeonggi Province, will apply for approval of the plan. In particular, the city intends to actively respond to key assessment procedures, such as the environmental impact assessment, in cooperation with Shinsegae Hwaseong, aiming to complete the approval process for the development plan within next year.

Shinsegae Hwaseong has set the first phase of the project to run until 2030, with plans to complete the Paramount IP-based theme park by 2029, followed by the sequential development and operation of large-scale entertainment facilities such as a water park, shopping mall, and hotel.

Furthermore, the company plans to expand the first phase by adding additional facilities, including hotels and resorts, with the goal of completing Hwaseong Starbay City by 2050.

Jung Myunggeun, Mayor of Hwaseong, stated, "Hwaseong Starbay City is a core project for balanced development between the east and west of Hwaseong and will drive future growth. We will spare no administrative support and work closely with Gyeonggi Province to swiftly complete the approval process for the development plan."
