Consulting Provided for Change of Use and Business Registration for Residential-Type Accommodation Facilities
On August 28, Ansan City in Gyeonggi Province announced that it will strengthen customized support, such as facilitating changes of use, to encourage the legal operation of residential-type accommodation facilities.
Earlier this year, the city established and has been operating the 'Residential Accommodation Support Task Force Team' under the Architectural Design Division of the Urban Housing Bureau to address issues related to residential-type accommodation facilities by supporting business registration and changes of use.

The task force has sent out five rounds of notices to owners and management associations to guide them through the process and legal obligations of business registration and change of use applications. It is also providing consulting services to conduct preliminary reviews on whether changes of use are possible.
Previously, in October last year, the Ministry of Land, Infrastructure and Transport developed the 'Support Plan for Legal Use of Residential-Type Accommodation Facilities.' As a follow-up measure, on August 8 of this year, it distributed the 'Guideline for Easing Corridor Width Requirements in Residential-Type Accommodation Facilities' nationwide in cooperation with the National Fire Agency to support legal use.
In particular, through this support and consulting, the city approved the change of use for the 'Hillstate Siwaho Lagoon Terrace,' a 2,493-room facility built in the Bandal Island area of Seonggok-dong, Danwon-gu, at the end of May. This is the largest case of change of use for residential-type accommodation facilities to date.
Meanwhile, if business registration and change of use applications for residential-type accommodation facilities are submitted by September 30 of next month, the imposition of compliance fines will be deferred until the end of 2027. Starting in October, the city plans to conduct on-site inspections of facilities that have not applied for a change of use or have not registered as accommodation businesses. If violations are discovered during these inspections, administrative measures such as corrective orders will be taken.
