Sejong City Mandates Appointment of Information and Communication Facility Maintenance Managers

With the implementation of the 'Information and Communication Facility Maintenance Manager Appointment System,' building management entities are now required to ensure seamless compliance.


According to Sejong City on August 26, this system has been in effect since July 19, following the amendment of the Information and Communication Construction Business Act, in order to strengthen the safety management framework for information and communication facilities in buildings. Building management entities (owners or managers) are now obligated to either directly appoint a maintenance manager for information and communication facilities or entrust the maintenance to a licensed contractor.


This system initially applies to buildings with a total floor area of 30,000 square meters or more. From July 19 next year, it will be expanded to buildings with a total floor area of 10,000 square meters or more, and from July 19, 2027, it will further expand to those with a total floor area of 5,000 square meters or more.


Depending on the size of the building, a maintenance manager with the appropriate qualifications-ranging from senior to entry-level technicians-must be appointed. In addition, at least 20 hours of training, as specified by the Minister of Science and ICT, must be completed to be recognized as an information and communication facility maintenance manager.


If building management entities fail to comply with this system, a fine of up to 3 million won will be imposed. However, to minimize confusion during the initial phase of implementation, the imposition of fines will be deferred until January 18 next year.


Sung Moonhyun, Director of Information Statistics, stated, "We will distribute informational materials and post detailed content on the city hall website to ensure that building management entities can implement the system without any issues, and we will strive to establish the information and communication facility maintenance management system at an early stage."
