Jungnang-gu Wins Seoul Grand Prize for "Safe Festival Management"

Introduction of AI Crowd Warning System and Improvement of Hazardous Facilities

Jungnang-gu in Seoul, led by Mayor Ryu Gyeonggi, won the Grand Prize at the “2025 Local Festival Safety Management Best Practices Competition” organized by the Seoul Metropolitan Government. This competition evaluates the safety management practices of local festivals in each district and selects exemplary cases, with external experts participating in the judging process.

From last year through this year, Jungnang-gu successfully managed a total of 36 large and small local festivals with a 0% accident rate, demonstrating its strong safety management capabilities.

The district has established and implemented a systematic set of measures based on four key strategies: strengthening on-site safety management, preemptively improving hazardous facilities around festival venues, introducing an artificial intelligence (AI) crowd warning system, and enforcing a responsibility management system.

In particular, Jungnang-gu applied safety measures even to festivals where the organizer was unclear. At the 17th Jungnang Seoul Rose Festival, the district implemented a smart safety management system using an AI-based crowd warning system, enabling real-time analysis of crowd density and issuance of congestion alerts.

Additionally, the district mayor personally directed on-site responses to enhance accountability. At festival sites, Jungnang-gu continuously implemented risk mitigation measures such as installing fixed safety fences, conducting bridge vibration reduction works, and repairing aging facilities.

With this Grand Prize, Jungnang-gu plans to further enhance the level of safety management at festivals and create an environment where residents can enjoy local events with greater peace of mind.
