Six Major Sectors Announced: Jobs, Agriculture, Fisheries, and Tourism
Focus on Livelihood Recovery and Economic Vitality with Consumption Coupons and More
Jeonnam Province is aiming for a major transformation across virtually all sectors, including the economy-such as support for exporting small and medium-sized enterprises-as well as society and culture.
According to Jeonnam Province on the 24th, the provincial government has announced 40 changes in systems and policies for the second half of the year across six major areas: jobs, agriculture and fisheries, tourism, welfare, and more. Of these, 20 are newly introduced policies, which are intended to reduce the burden on residents and invigorate the region overall.
By sector, in the jobs and economy category, Jeonnam will provide support of 1 million KRW per 10,000 USD in export performance to small and medium-sized manufacturers exporting industrial goods, with a maximum of 5 million KRW per company per year. The province will also fully cover the safety inspection costs for seaweed intended for export, up to 20 million KRW per year.
Additionally, venture companies that relocate to Jeonnam will receive investment subsidies ranging from 100 million to 500 million KRW, depending on the scale of employment. The "Jeonnam Youth Academy" will select 150 young entrepreneurs and provide them with vouchers of 1 million KRW per month for up to two years. Furthermore, the "Livelihood Recovery Consumption Coupon," which all residents can benefit from, will be distributed in two phases, with swift support planned to ensure smooth consumption until November 30.
In the agriculture, forestry, marine, and fisheries sectors, deregulation and expanded on-site support are key. With the revision of the Enforcement Decree of the Farmland Act, the installation of worker accommodations within agricultural promotion areas is now permitted, and the authority to approve farmland conversion has been further delegated to local governments, simplifying civil administration procedures. The authority to register and manage marina businesses will be transferred from the national government to metropolitan local governments, and the creation of new permits for offshore cage aquaculture seed production will promote the development of intermediate seed production. Hygiene management guidelines for foreign workers at food manufacturing sites will be provided in five languages, including English and Vietnamese.
In tourism, culture, and sports, the "2025 Namdo International Gourmet Industry Expo" will be held in Mokpo this October, marking the nation's first international event dedicated to the gourmet industry. For seniors aged 65 and over who receive the basic pension, public sports facility vouchers worth 50,000 KRW per use, up to 150,000 KRW, will be provided in mobile form. The requirements for registering a popular culture and arts planning office will be expanded to include shared offices, encouraging entrepreneurship.
In welfare, population, and women's affairs, self-supporting business operators who find employment or start a business will receive up to 1.5 million KRW in self-support success funds, depending on their length of service. The AI and IoT-based senior health management service will be expanded to 22 cities and counties. A new "Jeonnam-Style Grandparent-Grandchild Care Support Project" will be implemented to reduce the childcare burden for dual-income families. Support for treatment costs for young people who have attempted suicide will be expanded, and adoption procedures will be improved.
In safety and environment, the "Village Safety Keeper (Village Patrol)" program will be newly introduced, enabling residents to take the lead in ensuring local safety in the event of a disaster, and disaster response systems for large gatherings will be strengthened. Increased funding for improvement projects in areas surrounding dams is expected to help enhance residents' living environments.
In general administration, those aged 65 and over who were affected by democratization movements will receive a "Democratization Movement Honor Allowance" of 60,000 KRW per month. The first ex officio investigation into the Yeosun Incident will be launched in Wando, laying the groundwork for expansion to all areas of Jeonnam in the future.
